In June 2019, the Ministry of Justice guided the implementation of civil registration digitization. Accordingly, the Department of Justice is responsible for digitizing civil registration records in the province, taking 4 steps of the digitization process, including collecting and classifying civil registration records; scanning files and processing data after digitization; creating excel files to examine, approve and upload data to the civil status registration and management information system to build data for the national civil registration e-database; and acceptance of digitized results. Every procedure must be done accurately in accordance with regulations.
Digitizing civil records refers to the process of collecting, classifying, scanning and creating Excel files of civil data to update to the civil status registration and management information system to build e-data for the national civil status database. The records are arranged into 5 stages for digitization, including from 1 January 2016 to 1 March 2017, from 2006 to the end of 2015, from 1999 to 2006, from 1976 to 1999 and from 1975 and earlier.

In order to accelerate the digitization progress, on June 21, Khanh Hoa Provincial People’s Committee issued a plan on digitizing civil registration records 2023 in Khanh Hoa Province scheduled to be completed before December 31, finishing the digitization of the remaining 1,241,276 civil registration records from 1977 to 1 March 2017.
