Towards comprehensive digital transformation

After nearly 2 years of implementing digital transformation, Ninh Hoa Town has achieved some initial achievements. The town has also signed cooperation agreements with businesses on technology to deploy digital transformation solutions to fulfill the goal of being in the top 4 districts and towns in terms of digital transformation by 2025.

Focusing on digital transformation

In October 2022, Ninh Hoa Town People’s Committee launched a non-cash shopping model at Dinh Market, the first cashless market in Khanh Hoa Province. 180/300 retailers inside and around Dinh Market have printed out QR codes for non-cash transactions so far. Ninh Hoa Town has invested in smart radio and communications technologies;  received 2.783 digital addresses and handed over the digital addresses for management as prescribed. The scheme of building Ninh Hoa Town to become a smart city by 2025, with a vision to 2030 is waiting for the Department of Information and Communications’ final comments to be submitted to the Provincial People's Committee for approval.

Local agencies and People's Committees of communes and wards have also focused on standardizing and updating records of beneficiaries of social grants into the social protection database on the Misposasoft system; implementing non-cash social welfare payment; guiding the implementation of a set of indicators to assess the digital transformation at general and regular education institutions; digitizing civil status data in 27 communes and wards etc.

Recently, Ninh Hoa Town People's Committee signed a memorandum of cooperation with Viettel Khanh Hoa on the implementation of digital transformation in the town in the period of 2023 - 2025. Accordingly, the cooperation will be implemented on 6 key contents, including testing and optimizing BTS infrastructures to 4G and 5G networks; providing ViettelPost postal services; giving priority to providing cheap 4G phones for 100% of households; installing ViettelMoney app and creating QR-codes for payment; developing comprehensive cooperation in digital transformation together with training and technology transfer support.

In the coming time, Viettel Khanh Hoa will stand in solidarity with Ninh Hoa Town to promote comprehensive digital transformation for Digital Government, Digital Economy and Digital Society,” said Phan Ngoc Thai, Director of Viettel Khanh Hoa.

Towards top 4 in digital transformation

The town's goal of digital transformation is to strive to be in the top 4 districts and towns in terms of digital transformation by 2025; basically complete digital transformation and build a smart city by 2030. To achieve that goal, the town will focus on implementing the tasks of developing digital government with 100% online public services at level 4 provided on various means of access; 80% of work records at district level and 60% of records at commune level processed online; 50% of inspection activities of state management agencies carried out on the digital environment and the information system of management agencies.

Regarding digital society development, the town strives for 100% of state-owned enterprises, and more than 50% of small and medium-sized enterprises in the town having implemented digital transformation. Regarding digital economy, the town will focus on developing broadband network infrastructures covering more than 80% of households, 100% of communes and wards; comprehensively universalizing 4G and 5G mobile network services and smart mobile phones; more than 50% of the population having e-payment accounts; over 50% using digital apps or services to access government services.

According to Nguyen Vinh Thanh, Chairman of Ninh Hoa Town People's Committee, the initial achievements in digital transformation show that well-utilized resources and effective implementation of e-government towards digital government will bring great technological breakthroughs, contributing to improving governance in the coming time. To achieve that goal, local agencies, departments and communities in the town need to effectively perform basic digital transformation tasks; focus resources on digital transformation in such fields of tourism, service, health care; education and training; agriculture, transportation, natural resources and environment.
