Comprehensive digital transformation solutions

Khanh Hoa Provincial Digital Transformation Plan for 2024 issued on January 29 contributes to completing the digital transformation goal for the 2021 - 2025 period. According to Dinh Van Thieu, Vice-Chairman of the Provincial People's Committee, the digital transformation goals 2024 are in terms of the digital government, digital economy and digital society. 

Regarding the digital government, 90% of data are shared and utilized on the Provincial Government Service Platform; 100% of administrative formalities are provided available for use on various means; received and handled online; 100% of information systems are with cyber security. The digital economy sector accounts for at least 9.5% of the province's GRDP; 100% of state-owned enterprises and over 50% of small and medium-sized enterprises in the province use digital platforms; 100% of businesses pay taxes electronically.

Regarding the development of digital society, more than 80% of the adult population use smartphones; more than 50% of working-age people are provided basic digital training; more than 80% of households get access to the internet; at least 70% of schools, educational establishments, hospitals, and medical facilities in the province use digital platforms and non-cash payment methods.

Digital transformation activities determined by provincial leaders to be carried out synchronously in 2024 are in 10 key tasks, including digital awareness, digital institutions, digital infrastructures, digital data, digital platforms, digital human resources, cyber security, digital government, digital economy and digital society.

The main focus is on specific tasks for the development of the digital government, digital economy and digital society to achieve the digital transformation goals.

Regarding digital government, solutions will be drastically implemented to improve the efficiency of online public services; raise the province's digital transformation index; deploy 31 models to effectively use the National Population Database; Promote the implementation of the system of feedback and recommendations from people and businesses; effectively deploy the digital transformation cooperation agreement between the Provincial People's Committee and telecommunications agencies.

Regarding the digital economy, the province will focus on effectively implementing policies, programs and plans to support digital transformation for businesses, especially small and medium ones; develop businesses according to the national strategy for developing the digital economy and digital society till 2025, with a vision to 2030; promote digital economy, particularly in sectors of great potentials and advantages such as tourism, industry and logistics.

For the digital society, tasks will be implemented according to the National Digital Transformation Strategy until 2025, vision till 2030; popularize the use of digital identity application (VNeID); develop non-cash payments; popularize the use of digital payment, personal digital signatures, and raise public awareness of cyber security, etc.

Provincial leaders and the Provincial Digital Transformation Steering Committee have identified 5 groups of digital transformation solutions in 2024. They include promoting communication, raising digital awareness and skills; increasing interaction with residents and businesses; developing combined models between State agencies and businesses; promoting effective application of digital technologies; attracting IT human resources; strengthening international cooperation, etc.

Joint efforts by all local departments, agencies and localities are required to meet the digital transformation goals. The Department of Information and Communications presides and coordinates with relevant agencies to provide consultancy for the Provincial People's Committee and the Provincial Digital Transformation Steering Committee on the implementation of the 2024 Digital Transformation Plan.

In addition, the department must also evaluate the level of digital transformation of state agencies in the province; ensure cyber security; direct telecommunications and information technology enterprises to enhance service quality, etc.
