Virtual session for 3 levels of administration put into operation

The video conferencing system of the 3 levels of administration of the province, district and commune has just come into operation, providing convenience for the direction and administration of provincial leaders.

First virtual session of 3 levels of administration

At the end of January 2024, Nguyen Tan Tuan, Deputy Secretary of Khanh Hoa Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting by teleconference hosted by the Provincial People's Committee building connected with 8 districts, and cities and 136 communes, wards and towns. This is the first 3-level online meeting ever held in the province.

The leader of the Provincial People's Committee directly listened to reports from localities on the Lunar New Year celebration and care for the poor and ethnic minorities; local socio-economic situation, military mandates and so on.

Speaking at the meeting, Nguyen Tan Tuan highly appreciated the 3-level video conferencing system which creates favorable conditions in direction and administration; and helps cut costs and save time. He asked the Department of Information and Communications, localities and telecommunications companies to ensure smooth video and audio transmission in real-time to well serve virtual meetings, especially in emergencies.

Ensuring seamless communication

According to technical standards by the Ministry of Information and Communications, the 3-level online meeting room is required to be installed with cameras, screens and sound systems to ensure seamless virtual meetings; comply with fire and explosion prevention and control regulations, etc.

According to Cao Minh Vy, Vice-Chairman of Khanh Son District People's Committee, Khanh Son District has set up an online meeting room and installed necessary equipment in 8 communes, towns and district People's Committees. After the first online meeting with the provincial leaders, technical errors will be checked and rectified to ensure seamless communication. In the coming time, district leaders will also use this video conferencing system at meetings with commune and town leaders in some urgent cases.

According to the regulations on management, operation and use of the provincial video conferencing system issued by the Provincial People's Committee, the Department of Information and Communications is responsible for presiding over implementing, supervising and operating the province's online meeting system; giving technical guidance and ensuring cyber security.

Pham Duy Loc, Director of the Department of Information and Communications said that on February 22, the department had a meeting with VNPT Khanh Hoa and agreed to hire VNPT service to operate the video conferencing system. The Provincial Center for Information Technology and Online Public Administrative Services (under the Department of Information and Communications) coordinates with VNPT Khanh Hoa to develop online meeting scenarios, clearly defining the responsibilities of partners and have backup plans for the provincial  Multipoint Control Unit (MCU). VNPT Khanh Hoa is required to have backup plans for the provincial MCU or district MCU when in need.

The provincial video conferencing system is invested by the province and upgraded through investment projects to serve online meetings throughout the province. The provincial video conferencing system is deployed to the 3 levels of government, including the Provincial People's Committee; departments; People's Committees of districts and towns; and People's Committees of communes, wards and towns. In addition, other agencies may also join the virtual meetings when required.
