As soon as Khanh Hoa Provincial People's Committee approved the scheme on developing Cam Ranh City as a smart city, Cam Ranh City People's Committee has issued a plan to implement this scheme with the goal towards building a digital government, digital economy and digital society to serve a comprehensive breakthrough.
11 key tasks to be implemented
After 12 years of being recognized as a provincially-governed city, Cam Ranh has made significant progress. It is essential to build Cam Ranh as a smart city to make a comprehensive breakthrough, implementing the Politburo's Resolution No. 09 on the construction and development of Khanh Hoa Province till 2030 with a vision till 2045.

As soon as the Provincial People's Committee promulgated a decision on February 7 approving the development of Cam Ranh as a smart city, Cam Ranh City People's Committee issued a plan to implement the scheme with 11 key tasks, including building an Intelligent Operations Center (IOC) with investment in information systems to support management and direction; smart urban platform software; deploying an infrastructure platform to meet smart city meeting data center standards by the Ministry of Information and Communications; and serving efficient data utilization, digital transformation and a smart city construction.
In addition, other key tasks include building a surveillance camera system; deploying LED screens to serve propaganda; deploying a radio station applying information and telecommunications technology; paperless meeting rooms; building an urban planning management system and smart travel information system; propagating digital transformation; assessing cyber-security risks for the City People's Committee information system; ensuring well-trained human resources on digital transformation and management of the Smart Urban Operations Center.
Improving operational efficiency
In the process of developing a smart urban area, Cam Ranh has identified 4 main service objects. Firstly, a smart city helps provide utilities to serve citizens, enhancing interaction between the government and people. Secondly, a smart city provides transparent information and communications, helping businesses make accurate decisions.
Thirdly, a smart city serves the demand for accurate development forecasts for state management agencies and improvement in operational efficiency through e-government. Fourthly, a smart city creates information feedback channels, helping social organizations effectively participate in the process of providing information and services for a smart city.
According to Le Ngoc Thach, Chairman of Cam Ranh City People's Committee, in the coming time, the city will issue guiding documents to ensure efficient implementation of the scheme. The Offices of the People's Council and People's Committee have been assigned to preside over and coordinate with relevant agencies to implement investment procedures to build the Smart Urban Operations Center Project and infrastructures to serve a smart city according to the scheme roadmap. In the coming time, the city will improve personnel development; and provide training related to a smart city and digital transformation for officials and civil servants in an effort to develop Cam Ranh sustainably. The smart city scheme has a total budget for the period 2023 - 2030 of VND116.3 billion, including nearly VND13.2 billion from the provincial budget and VND103.2 billion from the city budget.
