Drastic increase in PAPI

According to the provincial governance and public administration performance index (PAPI) 2023, Khanh Hoa’s PAPI ranked 8/61, moving up by 8 places compared to the previous year. This is its highest level in 15 years since PAPI was initiated.

Highest level ever achieved  

Compared to 2022, Khanh Hoa's PAPI increased by 1.5 points, up by 8 places, remaining in the high-scoring group. Compared with 2021, Khanh Hoa’s PAPI increased in all eight key dimensions of government performance. This is the third consecutive year Khanh Hoa has increased its scores and the year Khanh Hoa achieved its highest scores and ranking within 15 years since the PAPI was initiated.

The indexes in 7 out of 8 key dimensions of government performance were higher than the average level nationwide. They included Participation at Local Levels, Transparency in Local Decision-making, Vertical Accountability Towards Citizens, Control of Corruption in the Public Sector, Environmental Governance, Public Service Delivery and E-Governance. 4 indexes with the highest scores included Transparency in Local Decision-making, Control of Corruption in the Public Sector, Public Service Delivery and E-Governance.

Khanh Hoa was among the top 8 provinces with a significant improvement in the environmental governance content index. The province also made efforts to promote propaganda, facilitate people to engage in the election of village heads and residential group leaders; and decision-making process and supervision of local public projects. Local authorities promptly handled environmental issues, etc.

In particular, in 2023, the province recorded the highest scores in the index of openness and transparency in decision-making nationwide. This index meant a lot in assessing corruption prevention and control, encouraging people's participation, especially in the use of State budgets, land use planning and so on.

Continued improvements in government performance dimensions

According to Vo Chi Vuong, Director of the Department of Home Affairs, the Plan No. 6025 dated June 20, 2023 by the Provincial People's Committee on enhancing Khanh Hoa’s PAPI 2023 set the goals that PAPI achieved 45 points or more, up by 1.56 points or more compared to 2022, remaining in the group with high scores with an increase in ranking and scores in 8 dimensions of government performance.

The province's PAPI 2023 basically reached the goal, showing that the province had drastic comprehensive measures to improve the PAPI to better serve people, following the Resolution No. 09 of the Politburo on construction and development of Khanh Hoa Province until 2030, vision to 2045.

Accordingly, the Provincial People's Committee directed agencies and localities to focus on implementing 4 groups of solutions, strictly implementing the Provincial People's Committee’s directions on enhancing the PAPI; effectively carrying out assigned tasks to enhance the province's PAPI, following the Decision No. 3012, dated November 7, 2022 by the Provincial People's Committee; PAPI propaganda, grassroots democracy during local socio-economic development, etc.
