Efforts to fulfill social housing targets

To fulfill the targets of at least 1 million social housing apartments for low-income earners and workers at industrial parks nationwide in the period 2021 – 2030, Khanh Hoa Provincial People's Committee has implemented many practical measures to remove obstacles to boost investment in more social housing in the province in the coming time.

High number of social apartments

According to the scheme, Khanh Hoa will have 7,800 social housing apartments, including 3,400 apartments in 2022 – 2025 period and 4,400 in 2026 – 2030. As many as 3,364/3,400 social housing apartments have been completed, accounting for 98.9% of the target. 7 projects with 2,680 apartments already handed over to customers included PH Apartment (Vinh Truong, Nha Trang City), Social Apartment Buildings 1 and 2; Phuoc Long 2 Urban Area (Nha Trang) with a total of 1,809 apartments; social housing apartments SSH07, SSH08, SSH09 (Le Hong Phong I new urban area, Nha Trang) with a total of 1,072 apartments; Cam Ranh Social Apartment Building with 223 apartments. In the first quarter of 2024, social apartment building 02 - HUD, Phuoc Long New Urban Area with 260 apartments was put into operation.

Ongoing projects are Hung Phu Social Housing Building with 1,221 apartments in Nha Trang City expected to be completed in 2025 – 2026 period; Cam Ranh Bay Urban Area with 9,816 apartments expected to be completed in the fourth quarter of 2027; Vinpearl Phu Quy residential area (Nha Trang) with 602 apartments expected to be completed in the second quarter of 2027.

According to Nguyen Ngoc Minh, Deputy Director of the Department of Construction, the province has met social housing goals and Khanh Hoa has become one of five provinces and cities with a high number of social apartments in the country.

Various drastic measures  taken

To complete the assigned targets, the Provincial People's Committee has implemented many drastic solutions, focusing on the allocation of land funds to develop social housing and worker housing. People's Committee has continued calling for investment in social housing and worker housing in the industrial zone.

According to the housing development program approved by the Provincial People's Committee, by 2025, the demand for residential land is forecast to be more than 3,187ha; of which the land fund for social housing development is about 227.2 ha. In the period 2026 - 2030, the land fund for social housing is more than 5,000 ha; of which the land fund for social housing development is more than 337.8 ha. Therefore, by 2030, there will be sufficient land funds for social housing development in accordance with the approved planning.

According to Nguyen Ngoc Minh, in the coming time, the Department of Construction will provide consultancy for the Provincial People's Committee to speed up the social housing projects to meet the approved schedule; and prioritize the use of clean land funds managed by localities to implement social housing projects with budget capital; Increase efficiency, openness and transparency in the investor selection process.

The Provincial People's Committee will review housing and real estate projects in the province, especially projects that are behind schedule in order to find solutions to remove obstacles and difficulties, including those with legal procedures to accelerate project implementation progress; strengthen supervision to ensure compliance with commitments and obligations during project implementation.

At the recent meeting with departments and agencies on the scheme to build at least 1 million social housing apartments for low-income earners and workers at industrial parks nationwide in the period 2021 – 2030, Tran Hoa Nam, Vice-Chairman of Khanh Hoa Provincial People's Committee requested the Department of Construction to divide the project into 2 phases. The period 2024 – 2025 is for ongoing projects with the focus on supporting investors to start construction in the 2 years. In the period 2026 - 2030, based on the approved housing development program, the Department of Construction will submit social housing targets to the Provincial People's Committee for consideration and approval.
