Smart village model

The smart village model implemented in Thanh My Village, Ninh Quang Commune, Ninh Hoa Town, Khanh Hoa Province helps strengthen the connection and facilitate communication between residents and the government.

Thanh My is one of the first two villages in the province to build the "Smart Village" model.

Facilitating communication

Phan Duy Phuc, Head of Thanh My Village has showed us a list of groups on Zalo, a free message and call app, that he has set up to facilitate communication between Party Committee, commune authorities and people in the village to serve the management and administration.

There are Zalo groups for women, youth, veterans, etc. to form an online governance system for the implementation of tasks. In the village, there is also a Thanh My Party cell group with 43 members to get residents informed of meetings, resolutions and other related activities.

Mostly 536 households in Thanh My Village are connected with each other and with the local government via many Zalo groups. The groups on the app help facilitate communication and collaboration between citizens and the government. It also provides favourable conditions for residents to share information and aspirations and respond to municipal management.

According to a resident named Nguyen Thi Tinh in Thanh My Village, there are Zalo groups where citizens get updated information about schedules for vaccination for children, agricultural production; livestock and poultry vaccination; disinfection, meetings, weather warnings, etc. Residents can also promptly report any issues arising in daily life to the government.

Digitalization in life

Ninh Quang Commune met advanced new rural standards in 2020. Since then, the Party Committee, government and people in the commune have made efforts to achieve model new rural standards in 2024.

According to regulations, to meet model new rural standards, communes must meet advanced new rural standards in the period 2022 - 2025 and fulfill 3 groups of criteria, including the average income per capita (VND66 million or more per person/year in 2024), at least 1 smart village and selection of model sectors.

According to Truong Van Hien, Chairman of Ninh Quang Commune People's Committee, the commune is remaining advanced new rural standards. Digital infrastructures have been improved to meet regulations for model new rural standards in the commune.

Specifically, they include high-speed fiber optic transmission for more than 50% of households; 100% mobile coverage and more than 70% of households with smartphones or computers with Internet connection

The commune has also installed free Wi-Fi at the community hall. Ninh Quang Agricultural Cooperative 1 with the Ngoc Quang rice brand has applied information technology and digital transformation in product management, administration and sales. All contact information of government officials and civil servants has been made public on the commune's Portal.

Currently, the commune is focusing on implementing the 2024 digital transformation plan, serving the development of digital government, digital economy and digital society, focusing on implementing contents related to digital application in guidance, administration, and social connection on digital platforms.

To effectively implement this plan, the commune has focused on investing in infrastructures, data, human resources and solutions to ensure cybersecurity.
