Digital transformation in new rural construction

Ninh Hoa Town, Khanh Hoa Province has proactively applied digital transformation in new rural construction towards the construction of a smart rural area, contributing to improving governance and public benefit access levels.

Promising results

According to Le Minh Tam, Vice-Chairman of Ninh Hoa Town People's Committee, the digital transformation program in building new rural areas towards smart new rural areas in the period of 2021 - 2025 focuses on promoting the application of digital technology to increase the effectiveness of the New Rural Construction Program, contributing to improving residents’ living standards, and gradually narrowing the gap in service quality between rural and urban areas, gradually moving towards the construction of smart rural areas.

The town has fully implemented the digital transformation program; a plan on the national strategy for digital economics and digital society, period 2022 - 2025, vision by 2030. Public staff have been mobilized to take massive open online courses (MOOCs). Regarding the digital government in new rural constriction, until the 2nd quarter 2024, Ninh Hoa Town has met the information and technology application criteria in leadership and management.

To promote the digital economy in rural economic development, the town has implemented policies to motivate the application of an advanced quality management system (VietGAP), applying digital technology to trace the origin and growing area code for key specialties such as Ninh Tay coconut, mango, Ninh Tan Paramignya trimera, Ninh Son garlic...; continue providing production and consumption link models in the communes such as Ngoc Quang rice, Ninh Dong sticky rice, Ninh Da coconut, etc. trading in e-trade floors; publicize the use of Electronic Catch Documentation and Traceability (eCDT).

For digital social development in new rural construction, the town has focused on propaganda for online public service, especially 25 essential services pursuant to the Government's Project 06 on enhancing the application of population database, e-identification and e-authentication in national digital transformation in the period of 2022-2025, with a vision to 2030; and e-health check-up and primary school report. The town has updated the social policy beneficiaries to the MIS POSASoft, achieving 100%.

Improving public benefit access

Implementing digital transformation in the construction of new rural areas, communes engaged in the new rural construction program have all been invested in digital infrastructures, creating a premise for digital application in governance, production and life and improvement in the benefits of the digital environment.

The smart village model is being implemented in Thanh My Village, Ninh Quang Commune, Ninh Hoa Town, Khanh Hoa Province helps strengthen the connection and facilitate communication between residents and the government via Zalo app.

Ninh Dong Commune has been registered for as a model for new rural construction by 2025 with the digital infrastructures being implemented in Van Dinh Village with fiber-optic cable infrastructures serving more than 50% of households in the commune, and the mobile network coverage rate (3G/4G) of 100%, free wifi access at the village cultural and sporting house, more than 98% of households with at least one internet accessed computer and mobile phone.

According to Le Minh Tam, besides achievements, more investment is required to promote digital transformation, including in radio transmission systems with the FM to Smart IP switch. Financial support is needed to improve cultural and sporting infrastructures to meet criteria for culture, information and communications in the new rural construction 2024 and 2025.
