Turning Cam Ranh into tourism and logistics urban area

Khanh Hoa Provincial People’s Committee has just approved Cam Ranh City's general planning till 2045. Accordingly, Cam Ranh City will become a tourism and logistics urban area; an economic, cultural, educational, scientific and technical center of the southern region of the province under the Politburo's Resolution No. 09 on the construction and development of Khanh Hoa Province till 2030 with a vision till 2045.

Cam Ranh Bay is identified as a key economic and social area associated with national defense and security.

9 areas for development

According to the approved adjusted project of Cam Ranh City Master Plan to 2045, Cam Ranh is oriented to develop urban subdivisions with 9 areas. They include urban areas for public administrative and commercial services in the inner city wards; cultural tourism development and nature conservation located in the northwest of the city, mainly in Hon Rong mountain area; a commercial and logistics urban area linked with the airport mainly located in Cam Nghia Ward, Cam Thanh Nam Commune and part of Cam Phuc Bac Ward; urban service and tourism area in Cam Nghia Ward; area for development of tourism services, agriculture and ecological landscape located in part of Ba Ngoi Ward and Cam Phuoc Dong Commune; an industrial and logistics urban area in Cam Thinh Dong Commune and part of Cam Thinh Tay Commune; a tourism service urban area on the peninsula, including Cam Thinh Dong Commune and part of Cam Lap Commune; an ecological landscape area in Cam Phuoc Dong Commune and part of Cam Thinh Tay Commune; a national defense and security protection area in Cam Nghia Ward.

 

Cam Ranh Port will be upgraded to meet the region's logistics development requirements.

Upgraded into district

On December 22, 2023, the Provincial People's Committee issued Decision No. 3219 approving the Urban Development Program of Khanh Hoa Province to 2030, with a vision to 2045, requiring the People's Committee of Cam Ranh City to urgently develop a plan to meet the standards to become a district by 2030. The People's Committee of Cam Ranh City has reviewed and upgraded communes to become wards to meet the goals. To become a district by 2030, Cam Ranh needs to meet 28 standards according to the instructions of the Provincial People's Committee and have 6 communes achieving the criteria of becoming wards.

According to Nguyen Hoat, Vice-Chairman of Cam Ranh City People's Committee, the city has set a roadmap for 2024 to establish and approve the Cam Ranh City Urban Development Program to 2030, with a vision to 2045. From 2027 to 2028, a project to upgrade and recognize Cam Ranh as meeting the criteria for a type II urban area will be developed and submitted for approval.

From 2026 to 2028, 6 communes will become wards of the district. From 2028 to 2029, a project to establish Cam Ranh District and wards of the district according to the general planning orientation will be developed and submitted for approval. To become a district by 2030, Cam Ranh needs about VND220,000 billion in total invested in many key projects.

According to Le Ngoc Thach, Chairman of Cam Ranh City People's Committee, the General Plan of Cam Ranh City to 2045 focuses on developing transport infrastructures to attract investment in tourism, logistics, etc.; specifically for upgrading the National Highway, constructing the National Highway 1 bypass, completing the North-South expressway and provincial roads, etc. upgrading the Hanoi - Ho Chi Minh City railway, renovating Cam Thinh Dong Station and Ba Ngoi Ward Intersection Station; Cam Linh Ward Railway Station, etc.

In terms of waterways, Cam Ranh Port will develop Cam Ranh Wharf to be able to handle general cargo ships, containers and bulk carriers with a capacity of up to 70,000 tons, liquid/gas cargo ships with a capacity of up to 10,000 tons. Cam Ranh International Airport will reach level 4E by 2030 with a designed capacity of 25 million passengers/ year; expand the passenger terminal and other facilities to achieve a capacity of 36 million passengers/ year by 2045.

According to Le Ngoc Thach, Chairman of Cam Ranh City People's Committee, as soon as the Adjusted General Planning of Cam Ranh City to 2045 was approved, the city made efforts to speed up the progress of establishing and approving zoning plans; and called for non-budgetary investment.

In the coming time, the city will continue to expand and extend some north-south connecting routes, namely Hoang Van Thu, Le Duan, Nguyen Van Cu, coastal roads; expand and extend some east-west connecting routes, namely Nguyen Cong Tru, Nguyen Chi Thanh, 22/8, Hiep Kiet Binh Tien...; call for investment in non-budget projects, namely Cam Ranh New Urban Area, Cam Phu Ward High-Quality Urban Area, Tra Long Residential and Resettlement Area, Cam Thinh Dong Industrial Park, Cam Thinh Dong Industrial Cluster, Cam Thanh Nam Industrial Cluster and so on. The goal is that Cam Ranh will meet the criteria of a district by 2030, contributing to turning Khanh Hoa to be a centrally-governed city.
