Digital transformation in propaganda

Determining digital transformation as a key task and a breakthrough in implementing socio-economic development goals, Dien Khanh District has focused on propaganda to raise public awareness of digital transformation.

Strengthening the application of information technology in propaganda

Instead of traditional propaganda with leaflets, billboards and loudspeakers, the Fatherland Front Committee of Dien Tho Commune has applied information technology to improve propaganda efficiency.

Tran Thi Kim Yen, Chairwoman of the commune Fatherland Front Committee said that the Commune Front Committee has had some propaganda video clips posted on the Facebook and Zalo. The videos featuring daily life filmed in their communities have proved effective.

The Fatherland Front Committee of the commune has planned to continue to make propaganda clips on health insurance, voluntary social insurance and digital transformation in administrative procedures. Besides Dien Tho Commune, many other localities of Dien Khanh District have also boosted digital transformation in propaganda.

Currently, the district has 91 community digital technology groups with more than 840 members. In recent times, community digital technology groups have proactively promoted and guided people with online public services.

The District People's Committee has coordinated with the Department of Information and Communications to organize a conference to deploy a program on community digital skills and the project "Developing applications for population database, e-identification and e-authentication for national digital transformation in the period of 2022 - 2025, with a vision to 2030" (Project 06). At the conference, members were introduced about the national digital transformation strategy and guided on how to use online public services together with cybersecurity solutions, etc.

In addition, the district is also implementing a plan to apply information technology and telecommunications in the grassroots broadcasting system. Accordingly, the 5 communes of Dien Tho, Dien Son, Dien Hoa, Dien Phuoc and Binh Loc have invested in applying information technology and telecommunications with a total investment of more than VND6.78 billion. Currently, the communes have submitted the documents to the Department of Information and Communications for consideration. The modernized grassroots broadcasting system contributes to raising the effectiveness of propaganda at the grassroots level.

Forming digital culture

According to Nguyen Van Gam, Chairman of Dien Khanh District People's Committee, implementing the district's digital transformation plan for 2024, in the last months of the year, the district will continue to direct departments and localities to promote public digital awareness and skills and thus increase interaction with locals and businesses, gradually forming digital culture. In particular, communes will strengthen propaganda through communication channels and digital technology platforms to serve the digital government, digital economy and digital society on the National Digital Transformation Portal; and encourage people to install and use the provincial apps to interact with the government.

In addition, the district also promotes the benefits of online administrative procedures. Currently, the digitization rate of district-level documents reaches 83.39% and 82.96% at commune level.

According to the digital transformation plan of Dien Khanh District, by 2024, the district aims at 100% of administrative records processed online; more than 50% of working- age population provided with basic digital skills; 70% of schools, educational institutions and 70% of hospitals and medical facilities in the district using digital platforms and non-cash payment methods.
