The Resolution No. 09 by the Politburo on construction and development of Khanh Hoa Province to 2030 vision to 2045 defines that Khanh Son District will become an ecological sub-urban area of mountains and forests. Recently, the district has urgently implemented steps to complete the Khanh Son District Construction Planning Project to 2030, with a vision to 2050 with 3 sub-regions.
The urban system of the district will become an ecological urban area of mountains and forests, prioritizing the development and construction of urban areas of ecological green space. The whole district will be divided into 3 sub-regions.
Accordingly, Khanh Son District with a large ethnic minority population is oriented to become an ecological sub-urban area of mountains and forests that develops rapidly and sustainably, associated with promoting cultural identity and indigenous resource values. This orientation is also clearly defined in the Provincial Planning for the period 2021 - 2030, with a vision to 2050.

Based on the Khanh Son District Construction Planning Task to 2030, with a vision to 2050 approved by the Provincial People's Committee, Khanh Son District People's Committee has taken steps to implement the District Construction Planning covering an area of about 33,853ha with 8 administrative units, including To Hap Town and 7 communes, namely Thanh Son, Son Lam, Son Binh, Son Hiep, Son Trung, Ba Cum Bac and Ba Cum Nam.
According to Nguyen Tri Dung, Chief of Khanh Son District Economics and Infrastructure Bureau, the district has completed collecting opinions from the local community, agencies and departments of the province; In addition, the district has also taken steps to adjust the land use planning for the period 2021 - 2030 and the general planning of To Hap Town in the direction of developing Khanh Son into an ecological urban area of mountains and forests.
According to Khanh Son District Regional Planning Project, the locality is oriented to have 3 development sub-regions. The sub-region 1 includes To Hap Town and the communes of Son Trung, Ba Cum Bac and Ba Cum Nam with a total area of 13,102ha.
This is the administrative, political, cultural and social center of the district with trade, tourism, agricultural production support services and multi-industrial clusters, specializing in agricultural and forestry product processing.
The sub-region 2 includes the communes of Son Binh and Son Hiep with an area of 8,191ha. This is an area for agricultural and forestry economic development, integrated with community tourism, eco-tourism, and a cool-weather gateway.
The sub-region 3 includes the 2 communes of Thanh Son and Son Lam, with an area of 12,559ha. This is a high-yield agricultural and industrial area, forming agro-ecological zones and encouraging integrated tourism services. Besides, Khanh Son District also has specific space for tourism, industrial, agricultural and forestry development; urban and rural residence; land use planning, and social infrastructure development.
According to Nguyen Tri Dung, when Khanh Son District planning project is approved by the Provincial People's Committee, the district will continue to take steps to adjust the general planning of To Hap Town; establish zoning plans, define detailed plans, attract investment to gradually turn Khanh Son into an eco-tourism area with unique and distinctive ecological landscape and cultural values, imbued with national identity, agricultural and forestry ecological spaces with To Hap Town as a center for tourism and accommodation services. Khanh Son urban system will develop harmoniously, combining existing and new development spaces; develop the district's urban system according to the forest ecological sub-region model to gradually turn Khanh Son into a unique ecological and cultural destination featuring Khanh Son lithopone and gongs musical instruments, etc.
