"Since the beginning of 2024, the Dien Khanh District Study Promotion Association has included the registration and evaluation of the 'Learning Citizen' model in its study and talent promotion program. This initiative aims to foster self-learning and lifelong learning, improve the quality of human resources towards digital citizenship, meet the requirements of the National Digital Transformation Program, and contribute to building a learning society.
According to Vo Van Nhu, Standing Vice-Chairman of the District Education Promotion Association, the district has more than 35% of "learning citizens" registered and evaluated; 90% of schools from kindergarten to high school have achieved a "learning citizen"...
According to Tran Quang Man, Chairman of the Provincial Study Promotion Association, along with the evaluation of the "Learning Citizens" model, in 2024, study promotion associations at all levels in the province have implemented key activities to strengthen the Party's leadership in study promotion and building a learning society; coordinated with the Education and Training sector to evaluate and recognize "Learning units" at district and provincial levels and "Learning communities" at commune, district and provincial levels. The association has signed a program on learning and talent promotion and developing a learning society with 10 agencies, including the Party Committee of provincial agencies, the Department of Education and Training, the Provincial Veterans’ Association, etc.
Education tasks synchronously implemented
Localities throughout the province have continued to maintain and consolidate 100% of district-level and commune-level study promotion associations; develop the organization of associations and members at the grassroots; consolidate the Executive Committee, Standing Committee and Study Promotion Committee at all levels to serve as a premise for improving the efficiency of activities.
Thanks to the great efforts, learning models in the province has exceeded the assigned target. The mobilization of resources and the development of funds for study and talent promotion activities have also achieved satisfactory results. In addition to supporting the study promotion fund, many organizations and individuals also sponsored long-term scholarships, gifts and grants for students in need on national holidays, etc.
According to Tran Quang Man, in the coming time, the association will promote counseling, expand community learning in localities and grassroots; and develop the role of Party members as "Learning citizens" and build "Learning families".
The Executive Committee of the Provincial Education Promotion Association to the grassroots will regularly strengthen the organization of the association and develop members; coordinate with the Education and Training sector and units and localities to implement the assessment and recognition of "Learning Units" and "Learning Communities" from the commune, district to provincial levels; focus on evaluating and implementing the implementation of 5 learning models in the period of 2021 - 2025; organizing conferences to reward outstanding models and individuals in the lifelong learning campaign in families and communities; mobilize resources to build study and talent promotion funds at all levels in many forms, especially creating on-site funds at grassroots levels to help students access learning opportunities and pursue their dreams for a better life.
In 2024, the study promotion associations in the province have mobilized nearly VND22 billion; The Provincial Study and Talent Promotion Fund has raised more than VND1.3 billion; and the study promotion boards have mobilized VND10.8 billion to present nearly 86,900 scholarships and awards to outstanding and poor students and more than 1,200 grants for adult learners with a total amount of more than VND32 billion.
