Localities in Khanh Hoa Province are accelerating zoning planning (scale 1/2000) as a basis for developing important projects, creating momentum for socio-economic development.
70 zoning plans
According to the report, there are up to 70 zoning plans out of a total of 102 important plans in the province. Localities in the province have coordinated with authorities to complete and approve zoning plans as a basis for implementing projects in the area.
For full planning coverage in Nha Trang City, there will be 29 zoning plans, 4 of which were approved before March 30, 2024 (the date of the decision approving the Adjustment Plan for Nha Trang City's General Planning to 2040). These plans are consistent with the city's general planning, so the locality will carry out the review and assessment process and report the planning results in the first quarter of 2025.
In addition, the city also has a zoning plan for Chin Khuc Mountain assigned by the Provincial People's Committee to the Department of Construction for implementation. Therefore, as many as 24 planning are under development in Nha Trang City.

According to Le Dai Duong, Vice-Chairman of Nha Trang City People's Committee, the city has 3 approved zoning planning projects; 10 others have been approved by the Provincial Planning Appraisal Council and are in the completion process for submission to the Provincial People's Committee for approval; 5 projects have been approved by the City Party Executive Committee and are being finalized for submission to the Department of Construction for appraisal; 6 projects are in the planning phase expected to be approved in the second quarter of 2025.
According to the report, the province has had 17 approved zoning plans. 26 zoning plans are expected to be approved. Localities have requested consulting units to speed up the completion of zoning plan dossiers to submit to competent authorities for consideration.
Accordingly, Cam Ranh City has 11 zoning plans, of which 3 urban zoning plans are in the process of implementing tasks, and the remaining 8 plans are awaiting planning approval. Cam Lam District has 4 zoning plans that are in the process of implementing related procedures and are expected to be approved in the fourth quarter.
Dien Khanh District has 9 zoning plans in the process of implementing planning tasks. Ninh Hoa Town also has 9 zoning plans under development. Van Ninh District alone is located within the boundary of Van Phong Economic Zone with 13 zoning plans in progress. Van Phong Economic Zone has 15 zoning plans the planning tasks of which have been approved. Khanh Vinh District is implementing 13 general planning projects for communes and 1 general urban adjusted planning of Khanh Vinh Town. Khanh Son District is developing 7 general planning projects for communes and 1 project to adjust the general planning of To Hap Town.
Progress acceleration needed
Currently, the province has 307 major projects, including 66 new, 12 key and 168 priority projects calling for investment and up to 61 projects awaiting planning.
According to Tran Van Chau, Director of the Department of Construction, to ensure the zoning coverage, localities and the Van Phong Economic Zone Management Board need to make continued efforts, enhance their roles and responsibilities, and coordinate closely with relevant departments and agencies to remove difficulties and obstacles and speed up progress.
Recently, working with relevant localities, departments, and agencies, Tran Hoa Nam, Vice-Chairman of the Provincial People’s Committee requested the Van Phong Economic Zone Management Board and Nha Trang City People's Committee to focus on completing the tasks of submitting 21 zoning plans to competent authorities for approval.
Tran Hoa Nam assigned the Department of Planning and Investment and the Van Phong Economic Zone Management Board to review the list of projects calling for investment; work with investors to speed up the progress of completing documents for new investment projects; review old projects, report difficulties and problems and submit to the Provincial People's Committee for consideration.
