Provincial Road 3 to be widened

Tran Hoa Nam, Vice-Chairman of the Provincial People’s Committee chaired the meeting on February 18 to listen to the Department of Transport report the proposed investment to widen the Provincial Road 3 (in Nha Trang City and Cam Lam District).

Road widening to serve development demand

The Provincial Road 3 beginning at the intersection of Phuoc Dong Commune People’s Committee to the National Highway 1, 12.7km long and 9m wide technically opened to traffic in November 2022, meeting the travel needs. Since the overpass connecting the Provincial Road 3 with the access road to the North-South Motorway was put into operation, the traffic volume has increased on the Provincial Road 3 from Nha Trang City to the North-South Motorway and vice versa.

In addition, the section from Phong Chau Bridge to Dat Lanh Resettlement Area connecting to the Provincial Road 3 (at Phuoc Dong Cemetery intersection) is being implemented by Nha Trang City People's Committee to complete investment procedures according to the approved planning to improve the traffic infrastructure system, foster the local socio-economic development and increase the connectivity from the Nha Trang City center to the North-South Motorway. Therefore, the current road surface of Provincial Road 3 will not be able to meet the high traffic volume in the future.

According to Ho Tan Quang, Deputy Director of the Department of Transport, pursuant to the General adjustment Planning of Nha Trang City to 2040 and the General Planning of Cam Lam New Urban Area to 2045 approved by the Prime Minister, the Provincial Road 3 is planned to be 42m in width.

“The widening of Provincial Road 3 will connect Cam Lam and Nha Trang, opening up new development space. Therefore, the Department of Transport proposed upgrading and widening the Provincial Road 3 according to the approved plan to create development momentum, contributing to the concretization of zoning and detailed plans along both sides of the road,” Ho Tan Quang emphasized.

2 investment options proposed

Based on the planning scale and current status of the Provincial Road 3, the Department of Transport proposed 2 investment options for the road widening. Concluding the meeting, Tran Hoa Nam approved the proposal of the Department of Transport in principle and allowed the Provincial Traffic Construction Investment Project Management Board to prepare a report proposing the investment policy for the Provincial Road 3 widening project according to Option 1.

Specifically, Option 1 involves investing in widening and completing Provincial Road 3 to the planned scale of 42 meters from the intersection at Phuoc Dong Cemetery to the overpass connecting the access road to the North-South Motorway with a capital estimated VND827 billion, including VND22 billion for site clearance. The option offers convenience in construction due to the cleared section, which shortens the project implementation time.

After preparing the investment proposal report, the Provincial Traffic Construction Investment Project Management Board has to conduct appraisal steps and submit it for approval according to regulations. During the reporting process, the Provincial Traffic Construction Investment Project Management Board is to take ideas and suggestions of local departments and agencies into consideration to ensure that the project is invested in accordance with regulations and achieves socio-economic efficiency.

For the remaining section of Provincial Road 3 (from the intersection of Phuoc Dong Commune People's Committee to Phuoc Dong Cemetery intersection), the Department of Transport is assigned to continue assessing the situation and provide consultancy regarding investment time in the next stages for the Provincial People's Committee.
