Promoting legal education and propaganda

The legal dissemination and education coordination council at all levels in Khanh Hoa Province has provided legal dissemination and education from the provincial to grassroots levels in diverse and effective forms, suitable to the practical situation of the localities, following the direction of the Ministry of Justice and the Provincial People's Committee.

Focus on enhancement of organizational structure and strengthening of staffing capabilities

In order to promote and improve the effectiveness of legal propaganda and dissemination, the Provincial Legal Dissemination Coordination Council and districts and towns have focused on the enhancement of organizational structure and the strengthening of staffing capabilities. Currently, the Provincial Legal Dissemination Coordination Council has 42 members; the District, Town and City Legal Dissemination Coordination Council has 228 members.

The Department of Justice organizes a conference aimed at enhancing legal knowledge among officials and residents of Khanh Vinh District. 

Besides, the team of specialized officials in legal dissemination and education is consistently reinforced and developed. The Department of Justice, judicial offices, and People's Committees at the commune level ensure the allocation of staff with expertise in legal dissemination and education. At the departments, sectors and state-owned enterprises of the province, there are also dedicated legal personnel, as well as staff who concurrently handle legal affairs. 

In addition, there is a large number of grassroots mediators getting enagged in legal propaganda and dissemination in all residential quarters. The whole province also has 290 legal reporters and more than 1,500 commune-level legal propagandists. Most of the legal reporters and propagandists are well- trained, meeting the prescribed requirements and significantly enhancing the effectiveness of legal propaganda and dissemination efforts.

Furthermore, the province has 863 grassroots mediation teams with 4,535 mediators. Mediation activities at the grassroots level are increasingly strengthened and promoted effectively.

Diverse propaganda forms

Along with the focus on improving and consolidating the organization, propaganda and legal dissemination in the province is being implemented increasingly synchronously and effectively. Numerous legal documents are swiftly propagated and disseminated through diverse channels, including conferences, meetings, training courses, and the compilation and distribution of legal materials. These efforts also leverage mass media, loudspeakers, legal research competitions, legal club activities, mobile courts, legal consultations, and legal aid initiatives, among others. In 2024 alone, the province organized 3,755 legal propaganda and dissemination sessions, attracting more than 549,700 participants.

The Department of Justice (Standing Agency of the Provincial Coordination Council for Legal Education) signed an agreement with communes under the Program "The Justice Sector joins hands to contribute to new rural construction" 2024 in the province, organized 7 training conferences, fostering legal knowledge for more than 500 delegates; 2 conferences to foster legal knowledge for more than 100 village elders, village chiefs, heads of mediation teams, prestigious people in the community in 2 districts of Khanh Vinh and Khanh Son. Grassroots-level mediation teams across the province handled a total of 414 cases, successfully mediating 390 of them, achieving an impressive success rate of 94.2%.

The legal propaganda and dissemination mainly focus on the provisions of the 2013 Constitution, legal documents issued by the National Assembly, the Government, the Prime Minister and other competent state agencies. In particular, the focus has been on propagating newly-adopted laws and regulations such as the Land Law, Housing Law, Law on Grassroots Democracy Implementation, Law on Grassroots Mediation, Law on amending and supplementing some articles of the Law on Organization of the Government and the Law on Organization of Local Government; Law on Prevention and Control of Domestic Violence and so on.

In 2025, the Provincial Legal Dissemination and Education Coordination Council at all levels will continue to effectively implement the plan for legal dissemination and reconciliation at the grassroots level; promote propaganda, dissemination of the 2013 Constitution, newly promulgated laws, policies and regulations; effectively implement Conclusion No. 80 dated June 20, 2020 of the Secretariat on continuing to implement Directive No. 32 dated December 9, 2003 of the Central Secretariat on strengthening the Party's leadership in legal dissemination, raising public legal awareness and compliance, etc.

At the recent conference reviewing the 2024 results of legal propaganda and dissemination and outlining the 2025 direction, Dinh Van Thieu, Vice-Chairman of the Provincial People's Committee and Chairman of the Provincial Legal Dissemination Coordination Council, commended the efforts and achievements of the Council, district-level authorities and various agencies across the province. Their contributions have played a vital role in enhancing legal compliance and bringing the Party's guidelines and policies and the State's policies and laws into life.
