The United Nations Development Program in Vietnam (UNDP) jointly with partners organized the announcement ceremony of the Provincial Public Administration Performance Index (PAPI) 2024 in Hanoi on April 15.
The survey results showed that PAPI has improved mostly in the 4 key governance dimensions of Transparency in Local Decision-making, Control of Corruption in the Public Sector; Environmental Governance and E-Governance. In 2024, Quang Ninh Province had the highest overall PAPI index nationwide with 47.8212 points, followed by the provinces of Tay Ninh and Binh Thuan.

Khanh Hoa Province achieved a PAPI index of 43.8064 points and ranked 27th nationwide. In the period of 2021 – 2024, Khanh Hoa’s PAPI increased in 4 key dimensions of government performance, including Transparency in Local Decision-making, Control of Corruption in the Public Sector, Environmental Governance and E-Governance with the E-Governance index ranking 2nd nationwide in terms of score increase.
The PAPI has been officially initiated nationwide since 2011, aiming to provide in-depth analysis of many aspects of governance, public administration and public service delivery in Vietnam. The PAPI index 2024 involved a nationwide randomized survey of 18,894 adults.
