Modern tool for socio-economic monitoring and management

Khanh Hoa Province's Intelligent Operations Center (IOC) has just been launched and is expected to create breakthroughs in the direction and administration of the government at all levels towards building a digital government and smart city.

Connecting information and data sources

In late 2022, the Provincial People's Council approved the investment policy for the Khanh Hoa IOC Project to serve the province's digital transformation. The IOC is to support the provincial management and direction; as well as provide data to sectors and localities based on digital data and modern technology.

Khanh Hoa IOC has the function of monitoring, reporting; integrating and sharing data, supporting the coordination and operation; managing resources and assets; providing open data; displaying performance indicators; connecting with current and future systems; interacting with people through a friendly interface; ensuring information security; managing information on social networks.

According to Pham Quoc Hoan, Director of the Department of Science and Technology, the IOC is a unified data platform, supporting operations based on real-time data, gradually transforming traditional management into modern administration. The investment in the center is divided into 2 phases with phase 1 focusing on building software, database, server systems to serve the center operation and phase 2 on investing in information technology facilities for the visual interface.

The phase 1 has been completed with 7 subsystems, including softwares for connecting and integrating data; collecting data; analyzing and processing data; managing general information; monitoring and operating IOC; managing urban resource space; managing, connecting and operating multiple Internet of Things (IoT) devices.

The center has integrated with the province's shared information systems such as the administrative procedure settlement system; the provincial portal; the system for collecting suggestions of individuals and businesses; the software for managing civil servants; the voter recommendation processing system; the reporting system, the document management and administration system (E-Office); the urban space management system; the statistical, analytical services providing data on the Key Performance Indicators (KPI) of public servants, etc.

The center covers such key monitoring and management areas as public services, administrative reform; security and order; traffic, environment, health, education, tourism, economy and finance. Some systems operating at Khanh Hoa IOC include systems for monitoring public service; receiving and processing on-site feedback; monitoring traffic via smart cameras; a multi-layer digital map for management; a data analysis system; a system for managing, connecting, and operating multiple Internet of Things (IoT) devices; statistical, analytical services, providing information on the Key Performance Indicators (KPI) of public servants.

Progress in building a digital government

As a multi-industry data integration platform, Khanh Hoa IOC supports provincial leaders in making quick and accurate decisions while also promoting transparency and accountability within the government apparatus. This initiative is to impalement Khanh Hoa Provincial Digital Transformation Plan for 2025 with a vision to 2030. Khanh Hoa IOC also provides a link between the government and people and businesses through online interactive channels, providing information and instructions related to social security, utilities and public services.

The center currently offers 22 service groups for intelligent monitoring, management, and data analysis of socio-economic indicators, supporting the Provincial People's Committee in decision-making, covering areas such as national accounts, public finance, population, healthcare, education, science and technology, environmental management, enterprises, social security, citizen reception, and population data; identification and electronic authentication under Project 06.

The IOC serves as the 'digital brain' of e-government; not only helping the province monitor and operate effectively, but also being the foundation for building smart cities, digital government, digital society, and a strategic tool to ensure unified, effective and flexible operation, according to Tran Trung Thanh, Director of FPT IS Ho Chi Minh City Branch (FPT Corporation, a technology partner implementing software for Khanh Hoa IOC).

From now until 2030, the center will continue to be improved in the direction of integrating in-depth data, expanding monitoring sources and scopes to ensure data connectivity and reliability; improving analysis and forecasting capacity, facilitating fast and accurate decision-making; enhancing the application of advanced technologies such as Artificial Intelligence (AI), Big Data, Internet of Things (IoT); developing interaction with individuals and businesses; aiming to become a comprehensive digital government and smart city operation center.

In addition, relevant agencies will complete the province's data management framework, develop technical and data analysis teams, and ensure the center operates smoothly and effectively, serving governance based on multidimensional data.

Speaking at the opening ceremony, Nguyen Tan Tuan, Deputy Secretary of Khanh Hoa Provincial Party Committee, Chairman of the Provincial People’s Committee, Secretary of the Party Committee of Provincial People’s Committee confirmed that the establishment of Khanh Hoa IOC demonstrates the determination of the entire provincial political system in building a modern administration, placing citizens as the center of service.

The Department of Science and Technology is required to preside over and coordinate with relevant agencies and localities to soon deploy phase 2 of Khanh Hoa IOC to ensure direction and operation in all fields for the construction of a smart city; continue to improve and expand data integration; strengthen training, improve operational capacity to ensure that Khanh Hoa IOC is not only a technological tool but also a "smart assistant" for leaders in in governance; increasing engagement with citizens and businesses; gathering feedback, and responding promptly through digital platforms, contributing to fostering a more accessible, efficient and responsive government.
