8 key issue groups focused on resolution
According to Phan Thanh Liem, Chairman of the Provincial Federation of Labor, the dialogue in May 2024 focused on 8 groups of issues related to policies, life and employment. The Chairman of the Provincial People's Committee has requested relevant agencies to resolve the issues in accordance with regulations, with a particular focus on social housing for low-income individuals and workers.
Implementing the Project "Investing in building at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030" in the province, 3,364/3,400 apartments have been built in the whole province since 2021. Cam Nghia Ward Social Housing Project (Cam Ranh City) is expected to be completed with 1,142/3,565 apartments handed over by the end of 2025. In the period of 2026 - 2030, the province will continue to accelerate the progress of projects such as Hung Phu II Social Housing; An Binh Tan Urban Area Social Housing; Hoang Long Urban Area Social Housing.

In addition, the State Bank of Vietnam, Region 10 Branch, has directed credit institutions to deploy many loan packages for social housing purchases. Accordingly, banks such as Agribank Khanh Hoa Branch, BIDV Khanh Hoa Branch, Vietcombank Khanh Hoa Branch, etc. have deployed preferential loan packages for people under 35 to buy houses.
Implementing the Government’s Decree No. 100/2015, the Provincial Social Policy Bank has disbursed loans of more than VND273.4 billion to 714 customers; and allocated loans of more than VND1,679 billion for job creation to 41,130 customers. In addition, 5 other commercial bank branches have provided social security loans totaling over VND74.2 billion to 364 customers.
Social insurance, health insurance and unemployment insurance policies have been focused on by the relevant departments. In particular, the province has issued support policies for voluntary social insurance participants, leading to over 20,550 people enrolling so far. Along with that, the province has focused on implementing policies to support vocational training and human resource development.
In 2024 alone, the province provided vocational training assistance for more than 480 workers in small and medium-sized enterprises. Since the beginning of 2025, the province has organized vocational training for more than 5,800 people, raising the rate of trained workers in the province to 85.2%. Occupational safety and hygiene have been enhanced.

Listening to workers' concerns
According to representatives of the Provincial Trade Union of Industrial Parks and Economic Zones, Through the dialogue and direct engagement, provincial leaders gain valuable insights into workers' living standards, income, challenges, and aspirations. It fostered harmonious labor relations, supported business growth, enhanced workers' quality of life, attracted high-quality human resources, and contributed to local socio-economic development.
Implementing activities of Workers' Month 2025, the dialogue helped propagandize new policies of the Party and State; enhance regulatory compliances, contribute to building a productive work environment and develop harmonious, stable and progressive labor relations.
The issues addressed at the meeting include streamlining administrative procedures and State management related to employees, and employers regarding housing, employment, social insurance, health insurance, unemployment insurance, education, security and order; law enforcement at enterprises regarding pay, occupational safety, implementation of collective labor agreements and social security for Trade Union members and low-income earners; policies on vocational training, job conversion, etc.
