Launched in 2022, the program “Khanh Hoa residents speak English” has expanded widely with a long-term goal of developing a learning society, popularizing English to all residents, especially young people in the province.

Significant achievements
According toi Bui Thu Dung, Director of the “Khanh Hoa residents speak English” program, the first phase focused on the communion for the program and the second phase expanded its reach to 6/8 districts and towns across Khanh Hoa Province, including Nha Trang, Cam Lam, Dien Khanh, Van Ninh, Ninh Hoa, Cam Ranh.
The program activities have benefited over 300,000 residents. 770 English clubs are operating with more than 37,000 members; more than 100 English events and competitions have attracted 120,000 participants. In addition, more than 5,000 members have attended specialized English classes; 5,000 people are using the free English learning app EZ English; nearly 100 pieces of news about the meaning of the program have been published and posted on media channels in Khanh Hoa and across the country. The program's Facebook with 150,000 followers with millions of views has become an effective information channel, engaging people from all walks of life.

In the 3rd phase, numerous activities have been organized to motivate English learning in all localities such as English speaking contests, “Sing to Shine”, "Journey to the Grand Line", Golden Bell Ringing involving 32,000 high school students in the province; English language competition for hospitality staff and primary school kids in Nha Trang City.
Regarding English clubs, in addition to maintaining a stable and vibrant learning environment for members, the program has been highly appreciated for regularly opening English clubs to serve tourism human resources (restaurant, hotel club staff, drivers); establishing and maintaining an English club in Bich Dam residential group (Vinh Nguyen Ward, Nha Trang City), etc. Besides, the program offers free English classes for the disadvantaged, including children with disabilities and orphans, who participate with great eagerness and enthusiasm.

Increasing social impacts
According to Tran Anh Tuan, Secretary of the Provincial Youth Union, while earlier phases of the Khanh Hoa People Speak English Program focused on inspiring and encouraging daily English communication habits, phase 3 marks a notable shift in both quality and depth. Activities emphasized practical, real-life situations in tourism, trade, and everyday life, with the aim of expanding their social impacts, especially among the younger generation.
In phase 3, the effectiveness and social impact of the program have been proved. Members have become more confident communicating in English with foreigners. The program network has grown in quantity and improved in quality. Exchange activities between clubs have motivated English language learning among all people. This is the foundation to create a base for the program in phase 4.
At the recent closing ceremony of the third phase of the “Khanh Hoa residents speak English” program, Vice-Chairman of the Provincial People's Committee Dinh Van Thieu, expressed high appreciation for the efforts of the Program Steering Committee, Project Management Board, and the Provincial Youth Union. He also acknowledged the close collaboration among departments, agencies, localities, universities and colleges across the province, along with comprehensive support from Vingroup.

The Vice- Chairman of the Provincial People's Committee suggested that in the coming time, the program would develop a plan to implement phase 4 (2025-2026) more creatively, focusing on improving the training, innovating methods, diversifying forms of activities to attract learners, especially hospitality staff; continue to expand its reach, especially to mountainous areas; get well-prepared to expand the scope of activities, initially specialised in areas with potential for tourism development. The application of information technology and online learning platforms also needs to be promoted to popularize English more effectively. Furthermore, he underscored the importance of applying information technology and online learning platforms to broaden and improve English education, adding that initiatives within the program should be aligned with major provincial events, especially those involving foreigners and highlighting local history, culture, and tourism. Finally, he called for stronger social engagement and resource diversification to ensure the program’s sustainability and growth.
