Coming to Van Ninh District Medical Center for a medical check-up, 60-year-old Nguyen Thi Duc, Van Phu Commune was guided by medical staff to register for the examination at the smart medical kiosk. In less than 2 minutes, she completed all the registration procedures for the examination. “I used to wait long registering for the medical check-up. The procedures done at the smart medical kiosk are quick and convenient. I am so satisfied,” she said.
Reportedly, in early April, Van Ninh District Medical Center put the smart medical kiosk system into operation thanks to the support of the Joint Stock Commercial Bank for Investment and Development of Vietnam, Khanh Hoa Branch. According to Dr. Luong Dang Truong, Director of Van Ninh District Medical Center, the smart medical kiosk helps reduce the overload of medical examination and treatment; shorten waiting time and increase patient satisfaction. Especially, patients receive test results, prescriptions and follow-up appointments via Zalo and Gmail.
In addition, the center also equipped 21 ID document readers at 13 medical stations, clinics and departments. In the first 6 months of 2025, ID document reader technology has successfully processed the records of over 90,000 health insurance patients; more than 37,300 cashless fee collection has been implemented, reaching 86%, thus reducing the time for medical examination and treatment; contributing to improving medical examination and management.
According to Dam Ngoc Quang, Chairman of Van Ninh District People's Committee, in recent times, the district has implemented digital transformation and achieved practical results. In particular, the district received and resolved more than 27,400 administrative procedures in the list of 25 essential public services. The district has also updated tourist destinations, tourism products and tourism resources on the tourism digital system and put tourism products on e-commerce platforms to promote local tourism destinations and products.
In addition, the district has effectively applied cashless payment solutions in 100% of schools; used electronic records, electronic libraries, digitized data on facilities, equipment, and school supplies. The district has also updated information on 31 OCOP products on the e-commerce portal http://ketnoiocop.vn; and coordinated with the district post office to bring specialties such as seafood, fish cakes, garlic, agarwood, fish sauce... to e-commerce platforms.
Moreover, the district has standardized data and updated more than 6,800 social benefit recipients into the management app and updated identification codes for 30,181 children; made monthly allowance payments via bank accounts for 3,634/6,762 revolutionaries and social benefit recipients.
The cashless payment model has been effectively implemented at most local markets. In the field of environmental resources, the locality has put into use BASE app and khh.mplis app for project implementation and land management. Regarding judicial and civil status work, the district has digitized civil status data, certified e-copies and integrated administrative procedure settlement data into the electronic administrative procedure settlement data management warehouse.
In the field of finance and planning, the district has applied Tabmis and Pabmis in the management of salaries, assets and business registration. The district has also issued business registration certificates on the Business Registration System deployed by the Ministry of Finance and conducted online bidding. The district is streamlining administrative processes following the two-tier local government system while advancing its digital transformation efforts.
Following the restructuring, new localities will further accelerate digital transformation across various sectors, including digitizing records and administrative procedure settlement at the one-door department; deploying the Key Performance Indicators (KPI); facilitating online work processing and digital signature usage; maintaining and promoting non-cash payments; implementing the online public service agency model, etc.
