With two-tier local government system, National Public Service Portal serves as centralized "one-window" platform

In order to streamline administrative processes and ensure efficient public services when the two-tier local government system starts on July 1, 2025 in accordance with the direction and guidance of the Central Government, on June 6, Khanh Hoa Provincial People's Committee issued Document No. 7042 on receiving and settling administrative procedures and deploying the National Public Service Portal as a centralized "one-window" platform.

Administrative procedures to be handled seamlessly across the province without boundary limits

With the current district and commune People's Committees expected to cease operations on June 30, the Provincial People's Committee has determined to receive and resolve administrative procedures based on 3 cases.

Firstly, applications received after June 30 will be processed according to regulations on the two-tier local government system. The commune-level public administrative service center will receive and return administrative procedure results.

For applications submitted before June 30 with a processing deadline after June 30, district and commune People's Committees will handle them as cases with earlier deadlines that remain unprocessed.

After Khanh Hoa and Ninh Thuan provinces are merged, provincial-level administrative services will continue at Khanh Hoa Provincial Public Administration Service Center and its Ninh Thuan branch from August 15 to December 31, 2025.

Following the merger of Khanh Hoa and Ninh Thuan provinces, the new Khanh Hoa Province's administrative procedure system will be adopted, while Ninh Thuan's system will be maintained for accessing past records.

To ensure the implementation of administrative boundary delimitation, the province will upgrade and develop the provincial administrative procedure settlement information system allowing electronic identification and authentication via VNelD accounts; identifying individuals and organizations at public administrative service centers via biometric identification; displaying information to support officers in checking accounts and providing appropriate instructions.

The province will enhance its administrative procedure system to support boundary delimitation, integrating electronic identification via VNeID accounts and biometric authentication at public service centers. This upgrade will also provide officers with tools to verify accounts and guide users effectively.

Citizens can interact online with professional staff via computers at the one-door department. The system is also connected to scanners to update digital documents; allowing staff to receive, digitize, and transfer administrative procedure files to competent authorities for processing.
