Digital application to enhance public service

Amid the nation's robust digital transformation, Van Ninh Commune in Khanh Hoa Province has steadily adopted effective digital solutions to enhance public services, contributing to advancing the commune's goal of becoming a ward by 2030.

Van Ninh Commune Public Administration Service Center has implemented the model of "One destination, multiple services" to streamline administrate procedures related to the fields of land, household registration, internal affairs, construction, taxes... for residents and businesses. In particular, the commune has applied information technology, focusing on professional development for civil servants to enhance service quality..

Within just one month of operation following the commune merger on July 1, 2025, the Commune Public Administration Service Center has received and processed nearly 2,000 records. Most residents have expressed satisfaction with the improvements brought about by the new government model and the services provided at the center. Hoang Cong Duc, a resident of Van Ninh Commune, shared his experience, “I came to update my social pension benefits and was guided to present my ID documents via the VNeID app. The entire process took less than five minutes. Digital transformation has shown to be effective in streamlining administrative procedures.”

In response to the “30 Paper-Free Days” and “Paper-Free Week” campaigns initiated by the Chairman of the Provincial People's Committee, Van Ninh Commune has actively aimed for 100% of administrative documents to be processed, digitally signed, and issued online, excluding confidential documents and those related to State-level award proposals.

At the Commune Administrative Service Center, Youth Union members and young civil servants are available to help residents to use VNeID app, scan QR codes to look up information, take waiting numbers, digitize documents and submit documents online.

Civil servants scan documents for processing and give appointment slips with QR codes, enabling individuals to check the progress of their settlement. Staff at the center reviewed electronic records and checked relevant components. When the documents are available online, citizens are required to submit paper copies.

 According to Nguyen Thanh Son, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Van Ninh Commune, in the coming time, the commune will focus thoroughly on scientific and technological innovation and digital transformation; effectively and extensively deploy campaigns on Digital Mass Education and improve scientific and technological and digital knowledge of civil servants and residents.

The commune will prioritize investment in integrated, modern digital infrastructure and information technology; develop data centers and implement advanced solutions such as cloud computing and artificial intelligence to enhance administrative management and public services; boost human resource training to meet the growing demands of a future digital government; encourage businesses and the community to promote the digital transformation, etc.
