Popularizing digital application and digital services

Implementing the direction of Khanh Hoa Provincial Party Committee and the People's Committee, many agencies have taken specific actions to respond to the movement "Digital Mass Education" in the province, paving the way for widespread digital transformation, fostering the adoption of digital applications and services among public employees, workers and residents from all walks of life.

The provincial library is currently using AZLIB and zLIS library management software, along with portals, Hyper-V virtual server system, NtopNG network monitoring system, Adguard system to block malicious access, etc. There are computers available for readers to search for information and access the internet. Every year, the Provincial Library digitizes over 300 book titles; creates digital collections on Cham culture and Raglai culture; applies QR code for collections to serve mobile users as well as facilitate the sharing of digital documents.

In addition, the Provincial Library has also innovated the introduction of books, newspapers and documents by using Canva and Vbee apps to create slides and video clips. The Provincial Library has 2 full-time and 2 part-time officials in charge of digital transformation and information technology operation. Most of the library staff are proficient in using public service software, specialized software, and consistently integrating information technology into their daily tasks and workflows.

According to the leader of the Department of Culture, Sports and Tourism, implementing the movement "Digital Mass Education", the department has focused on improving the efficiency of using the province's shared software such as E-Office, official mail system, reminder software, provincial reporting information system, online public administration software, etc. together with specialized software and databases such as management softwares for outdoor adds; street name bank; application of information technology in managing bai choi database; software to digitize maps of relics in the province and so on.

The application of information technology and digital transformation in the cultural sector shows that digital transformation has yielded promising outcomes, particularly in alignment with the Provincial Party Committee and the Provincial People's Committee’s plan to advance the “Digital Mass Education” movement across the province..

According to Pham Quoc Hoan, Director of the Department of Science and Technology, the implementation of the "Digital Mass Education" movement aims to mobilize social resources, strengthen the role of State management and the responsibility of departments, agencies and localities in boosting the dissemination of fundamental digital skills and digital transformation knowledge, ultimately advancing the adoption of digital technologies in political system operations, production, business and everyday life

The goals set by the Provincial People's Committee for implementing the "Digital Mass Education"  movement include by 2025, 85% of cadres and civil servants equipped with digital knowledge and skills, capable of using digital platforms and services for professional tasks; 100% of high school and university students trained in digital skills to enhance their learning and research; 85% of adults familiarized with basic digital transformation knowledge and smart device usage; 85% of workers possessing fundamental digital technology knowledge and practical skills in smart device operation; etc.

By 2026, the above criteria will increase to 100%. To achieve the above goals, the province will strengthen communication, propaganda, and dissemination of digital transformation knowledge; specify mechanisms and policies to support the dissemination of digital skills; organize training, fostering, and dissemination of digital skills, etc.

Under the assignment of the Provincial People's Committee, the Department of Science and Technology shall provide consultancy for the Provincial People's Committee to effectively implement the objectives and tasks of the plan; coordinate with information technology associations, digital technology enterprises to deploy support for digital infrastructure and human and financial resources; participate in the development of diverse digital platforms to serve the government and residents; organize in-person and online training courses for appropriate target groups; and empower organizations, businesses and residents with essential digital know-how, according to Pham Quoc Hoan.
