Promoting labor export quality and innovation

In recent years, the labor export activities involving sending workers abroad under contractual agreements have achieved satisfactory results, contributing to job creation, improved incomes for local residents and overall socio-economic development in Khanh Hoa Province. However, this activity is still  facing challenges, requiring coordinated and comprehensive solutions to enhance its quality and effectiveness.

Many eligible for labor export

Attending a job fair organized by the Provincial Employment Service Center, Nguyen Ngoc Toan, Dien Dien Commune has received detailed information from employers regarding labor export opportunities under contractual agreements. These included support for loans, training, working environments and policies of the host country. Motivated by these prospects, Toan registered to work in Japan. After more than 6 months of intensive Japanese language study, vocational training and development, along with completing all required employer assessments, he began a 5-year contract in Japan’s construction sector in early 2025, earning a monthly salary of over VND35 million.

Nguyen Thanh Xuan, Deputy Director of the Provincial Employment Service Center said that since early 2025, the center has coordinated with the Overseas Labor Center, human resource supply companies and localities to promote propaganda and consultation for labor export under contracts. Nearly 280 have been sent to work abroad under contracts in Japan, South Korea, Bulgaria, Germany, Taiwan, Greece, etc.

Most of applicants have chosen to work in the industries of electronics, food processing, restaurants, hotels, construction, agriculture, nursing, steel construction, welding, mechanics, painting, textiles, garments, etc. with incomes ranging from VND20 to more than VND35 million/person/month.

Workers participating in overseas employment programs not only help alleviate job market pressure in the province but also earn themselves high income and acquire advanced technological knowledge and professional skills. Moreover, the countries receiving Vietnamese workers offer safe and well-regulated working environments.

After returning from overseas employment, workers often earn some savings, professional knowledge and technical skills which provide them with opportunities to secure well-paying and stable jobs within the domestic labor market. In some cases, experienced workers can even start their own businesses.

Despite its positive contributions, the labor export activities still face several limitations, including a relatively small number of workers, uneven labor quality and inadequate foreign language skills. Many individuals encounter obstacles in accessing financial support for overseas employment and information about available job opportunities abroad. Additionally, the high cost of labor export in certain markets continues to pose a significant barrier for many prospective workers.

Raising labor quality

According to the Department of Home Affairs, the current demand for labor export in the province is about 500 workers/month. In addition, the Ministry of Home Affairs allocates about 200 labor/ year under the programs namely Korean Employment Permit System (EPS) and the Public Interest Foundation International Manpower Development Organization (IM Japan).

This is a high-income job opportunity for workers in the province. Therefore, in the coming time, the Department of Home Affairs will coordinate with agencies, enterprises and localities to strengthen State management, create resources and provide consultancy for workers, focusing on vocational training, foreign languages, life skills, laws and culture of the host countries; directing vocational training institutions to standardize curriculum, strengthen cooperation with businesses to provide training aligned with employers' needs; tighten licensing, inspection regarding labor export; propose support policies for oversea workers under fixed-term labor contracts; establish focal points for legal support, advice and protection of workers' rights; create favorable conditions for workers to start their own businesses after returning home through credit policies, domestic job connections, etc.

In addition, the Provincial Employment Service Center will focus on promoting work labor benefits, especially in communes of ethnic minorities and mountainous areas; promptly deploy support policies for those working abroad; organize job fairs in 65 communities; closely coordinate with enterprises licensed by the Ministry of Home Affairs to operate in labor export; and jointly provide foreign language training for workers right in the province to save time and costs.
