Strategic pathways for Khanh Hoa’s development in new era

Khanh Hoa Provincial People's Committee in collaboration with Tien Phong Newspaper, hosted the workshop on Khanh Hoa: the Vision of a Centrally-Governed City – Breakthrough in the New Era on July 25.

Present at the event were Nguyen Chi Dung, Member of the Party Central Committee, Deputy Prime Minister; Nghiem Xuan Thanh, Member of the Party Central Committee, Secretary of Khanh Hoa Provincial Party Committee; Tran Quoc Nam, Deputy Secretary of Khanh Hoa Provincial Party Committee, Chairman of the Provincial People’s Committee, Head of the National Assembly Delegation of the province; Tran Hoa Nam, Vice-Chairman of Provincial People’s Committee together with over 300 representatives from local and central agencies, departments and ministries.

Advantages and obstacles

The workshop focused on 2 main thematic sessions: "Unblocking mechanisms and policies for Khanh Hoa towards the vision of becoming a centrally-run city" and "Resources and opportunities for the provincial breakthrough growth", including promoting potential and advantages in the new era; building a streamlined, efficient, effective and efficient apparatus towards becoming a centrally-run city; making scientific and technological innovation and digital transformation the driving force for the provincial development.

Speaking at the opening of the workshop, Chairman of Khanh Hoa Provincial People's Committee Tran Quoc Nam affirmed that the goal of turning Khanh Hoa into a centrally-run city by 2030 is steadily becoming a reality. Following the administrative merger, the province's development space has been expanded with more potentials and advantages, forming an important new economic dynamic region, with a multi-sector development structure, closely linked and comprehensive. In the period of 2021 - 2025, the province's economic growth rate has remained high at 8% or over and the economic scale has reached more than VND175,000 billion.

Tran Quoc Nam emphasized, for rapid and sustainable development, Khanh Hoa clearly identified 3 major bottlenecks that need removing: enhancing cohesive strategic infrastructure, elevating the quality of human resources, and decisively resolving long-standing project backlogs. The workshop provided a forum for leaders, experts, scientists and businesses to exchange and propose breakthrough and feasible solutions for the province to overcome difficulties and effectively take advantage of potentials and strength.

With nearly 30 presentations by Government leaders together with numerous profound ideas and proposals from leaders of ministries, branches, localities, leading experts, and the business community, the workshop showed the high determination of the Party Committee, government, and residents to turn Khanh Hoa to become a high-growth pole of the Central Coast region and the whole country.

In particular, delegates and experts shared and discussed solutions to remove 3 bottlenecks for rapid and sustainable development, accelerating progress toward double-digit economic growth and the goal of becoming a centrally-governed city by 2030.

Development strategy

Through this workshop, provincial leaders expect to gather more innovative solutions and ideas to drive the breakthrough development of Khanh Hoa in the new era.

Speaking at the workshop, Vice Chairman of the Provincial People's Committee Tran Hoa Nam affirmed that in the coming time, Khanh Hoa will be developed into a civilized urban area, aiming for sustainable and modern growth in harmony with its surroundings; develop dual-core urban areas, expand urban zones, and cultivate sophisticated urban landscapes while boosting budget revenues; following the green, smart and sustainable network model; with appropriate, synchronous and modern technical and social infrastructure.

In addition, the province will focus on investment and development of industry, promoting participation in the global supply chain; improving the quality, value, expanding the production scale of the province's key products; focusing on developing the high-tech processing and manufacturing industry, energy industry, electronics, telecommunications and semiconductor industry.

Vice-Chairman of the Provincial People's Committee Tran Hoa Nam emphasized that Khanh Hoa will be developed into a national renewable energy center, leading in global energy conversion from coastal and offshore wind power sources, solar power, LNG power, green hydrogen energy and nuclear power.

The service and tourism industries will be developed in a diverse and high-quality direction, emphasizing advanced knowledge and technological innovation, focusing on developing tourism, logistics services, digital economy in the direction of strong innovation and digital transformation, technologizing business methods, striving for an annual tourism growth rate of 15%; positioning the tourism development area at international standards, developing experiential tourism, ecotourism; promoting investment in development, research, application of science and technology; improving labor productivity, quality, product value; supporting the development of intellectual property, developing science and technology enterprises and markets.

According to Associate Professor, PhD. Nguyen Chu Hoi, Permanent Vice-Chairman of the Vietnam Fisheries Association, Khanh Hoa Province needs to continue to integrate visions into the adjusting the Provincial adjusted planning for the period 2021 - 2030, with a vision to 2050. Priority should be given to key factors in marine economic development such as tourism, seaports - logistics, renewable energy, agriculture - fisheries; urban development, economic - industrial zones, science - technology, digital transformation, marine conservation and national defense and security.

Breakthroughs for Khanh Hoa to meet the goals outlined in the Resolution No. 09 by the Politburo on construction and development of Khanh Hoa Province to 2030 vision to 2045 include further refining institutions and policies to effectively implement the two-tier local government system; enhancing inter-sectorial coordination; and advancing the application of advanced technologies in marine management and exploitation to support the growth of a green and sustainable marine economy.
