Accelerating urban and rural planning implementation

After the restructuring of administrative units, Khanh Hoa Department of Construction is coordinating with relevant agencies and localities to speed up the implementation of urban and rural planning in the province.

94 planning schemes approved

According to the Department of Construction, after merging provincial administrative units, Khanh Hoa has 187 planning schemes. Up to now, 94 planning projects have been approved, 8 schemes are suspended and 85 schemes are under implementation. Of the 85 schemes under implementation, 41 belong to 1 administrative unit, 44 belong to 2 or more administrative units and functional areas. Of the 41 schemes belonging to 1 administrative unit, 40 have had planning tasks approved and 1 scheme has received approval from the appraisal council.

Of the 44 planning schemes of 2 or more administrative units and functional areas, 43 have had their planning tasks approved, of which the Provincial Development Project Management Board has 9 schemes, the Provincial Agricultural and Transport Construction Investment Project Management Board 15 schemes, the Provincial Construction Investment Project Management Board 9 schemes, and the Provincial Economic Zone and Industrial Zone Management Board 10 schemes. The scheme on Nam Cam Ranh Industrial Park Zoning has not had its planning tasks approved.

According to Le Minh Tien, Deputy Director of the Department of Construction, regarding the above planning schemes, to ensure compliance with the principle of independence between the formulation and appraisal of planning tasks, the Provincial People's Committee has assigned the Provincial Development Project Management Board, the Provincial Construction Investment Project Management Board, and the Provincial Economic Zone and Industrial Zone Management Board to continue implementing the relevant planning schemes. This directive aims to guarantee the synchronization of regional technical infrastructure and ensure comprehensive zoning coverage based on approved master plans, which serve as a foundation for effective management and investment appeal. Furthermore, it reflects the Committee’s commitment to a transparent, clearly decentralized appraisal process, separating the roles of the planning agency, the appraisal agency, and the approval authority in accordance with the province’s guiding motto.

Working groups set up to tackle local implementation issues

The Provincial People's Committee issued a Plan on August 21 to implement urban and rural planning in the province in 2025. Accordingly, in 2025, 85 planning schemes across the province will be implemented.

The Provincial People's Committee requires that the development of these planning schemes must build upon approved plans to ensure feasibility, effectiveness, and alignment with actual conditions and development needs. Relevant sectors and localities must strictly adhere to the planning framework during implementation. The process should be carried out urgently, ensuring high quality, synchronization, and close coordination among departments, sectors, localities, and related units. All plans must meet the scheduled timeline and be completed by 2025. Any issues encountered must be promptly reported to facilitate timely resolution and maintain overall progress.

To assess the current implementation status and provide timely guidance and support in resolving challenges related to construction procedures under the two-tier local government system, the Department has established six working groups. They will collaborate with localities across the province from August 22 to September 5, conducting surveys of ongoing urban and rural planning efforts to ensure prompt and effective assistance, according to Le Minh Tien.
