Digital transformation is becoming an inevitable trend, providing a considerable stimulus to socio-economic growth, improving the efficiency of State management, and enhancing local residents' quality of life.
Pioneering role of provincial police
The Project 06 on enhancing the application of population database, e-identification and e-authentication for the national digital transformation in the period of 2022-2025, with a vision to 2030 has gained remarkable achievements, contributing significantly to the national digital transformation.

Since the beginning of 2025, Khanh Hoa Province has demonstrated impressive progress in rolling out Project 06. Khanh Hoa Province's Intelligent Operations Center (IOC) was officially launched and put into operation, becoming one of the important platforms supporting management and operation based on digital data. The province has become among the first 10 localities to complete the connection, integration and utilization of land data, laying a solid foundation for effective resource management and administrative reform.
In addition, the province has made great progress in streamlining administrative procedures, especially in the field of residence. The electronic one-stop system is connected to the electronic civil status database, synchronizing data of population, civil status and administrative boundaries, effectively serving the merger of local administrative units.
The provincial police have promoted their role in directing agencies to implement Project 06, closely coordinating with departments, agencies and localities to effectively carry out assigned tasks. The police have proactively directed grassroots units to deploy solutions to collect e-identification card applications; promoted propaganda on Project 06, digital transformation and the Law on Identification, focusing on the benefits of the VNeID application, level-2 electronic identification accounts, and the convenience of integrated ID cards.
Lieutenant Colonel Nguyen Quang Sang, Chief of the Department of Administrative Management of Social Order, Provincial Public Security said, "We have promoted the successful implementation of Project 06 in 2024, providing online public services in all areas such as administrative management, immigration, traffic, fire prevention and control, contributing to streamlining administrative procedures, minimizing travel and waiting time.”
Khanh Hoa has become among the localities with the highest rate of public services processed online in the country. This demonstrated the determination and effectiveness in propaganda and guidance for people and businesses’ access to public services fully and partially on the Ministry of Public Security's Public Service Portal.
By June 14, 2025, the province had issued 1,966,815 ID cards to permanent residents, reaching a rate of 89.3%. The police had received 1,409,532 electronic identification account records by permanent residence, reaching 80.42%. To ensure uninterrupted citizen reception, especially during the period of provincial merger and implementation of the two-tier local government system, the provincial police have established 21 locations for processing electronic identification and ID records. These locations operate efficiently, maintaining smooth and consistent service delivery.

Further digital transformation
One of the significant highlights of Project 06 in Khanh Hoa is the plan to collect DNA samples to identify the identities of unknown martyrs. The Ministry of Public Security has coordinated with Khanh Hoa Provincial Police to deploy the first round of DNA sample collection, focusing on 46 martyrs’ mothers in the province. The Department of Administrative Management of Social Order Police has coordinated with the Provincial Police Infirmary and local police to collect DNA samples and biometrics of martyrs' mothers and blood samples of martyrs' siblings.
Chamaléa Thi Phien, a relative of martyr Chamaléa Thanh in Ma Ty Village, Bac Ai Tay Commune, said, “My family is has always hoped to one day locate the grave of my brother who died in the resistance war against the US imperialists. My mother is getting old now, so we hope the police can help us soon.” The collection of DNA samples and their integration into the national gene bank, linked with the national population database, plays a vital role in identifying fallen soldiers. This effort highlights the transformative power of digital technology in advancing humanitarian missions and honoring the sacrifices of martyrs.
The successful implementation of Project 06 in Khanh Hoa stands as a powerful testament to how digital technology is transforming the way people live, work, and produce. With the permanent role of the Provincial Police, the close coordination of departments, agencies and localities and enthusiastic support from people and businesses, Project 06 has brought practical benefits, from simplifying administrative procedures, saving time and costs improving the efficiency of State management. In the coming time, Khanh Hoa will continue to promote the implementation of online public services, expand the application of electronic data of population and identification across all aspects of life, contributing to developing a modern, transparent digital government, contributing to accelerating Khanh Hoa Province’s sustainable socio-economic development in the 4.0 era.
