Khanh Hoa Province is undergoing rapid urbanization, with a strategic focus on synchronizing urban infrastructure, particularly environmental treatment systems. In the 2020 - 2025 term, with the effective operation of wastewater and waste treatment facilities, new projects continue to be developed, driving the synchronized expansion of waste and wastewater treatment infrastructure across Khanh Hoa Province in the new development stage.
Investing in wastewater treatment plants and landfills
In recent years, the province has invested in and put into operation wastewater treatment plants, including Nha Trang Southern Wastewater Treatment Plant under the Coastal Cities Environmental Sanitation Project (CCESP), Nha Trang Sub-Project (South Nha Trang Ward) since 2014. The facility employs advanced technology to treat domestic wastewater, transforming it into environmentally compliant water within 8 hours.

According to Ho Vu Chuong, Manager of the South Nha Trang Wastewater Treatment Plant, in recent years, the plant has treated wastewater in 14 wards of the former Nha Trang City (now Nha Trang Ward and part of South Nha Trang Ward). Wastewater is collected and treated to Class A standards and then released directly into Quan Truong River according to the discharge license dated April 14, 2017 issued by the Ministry of Natural Resources and Environment (currently the Ministry of Agriculture and Environment). The plant has a treatment capacity of 40,000m3/day and night. Currently, the total average operation capacity is 29,626m3/day and night. In 2023 and 2024, the plant treated more than 10 million m3 of domestic wastewater/ year.
The Northern Nha Trang Wastewater Treatment Plant under the Coastal Cities Environmental Sanitation Project (CCESP), Nha Trang Sub-Project was invested in 2021 to synchronize the wastewater treatment system in the northern area of Nha Trang.
The construction was completed in June 2025 and officially put into trial operation on July 9. The plant has a processing capacity of more than 14,000m3/day and night, using the same technology in wastewater treatment as at the Southern Wastewater Treatment Plant, contributing to the synchronization of the drainage system for Nha Trang urban area.
In the former Ninh Thuan Province, in the 2020 - 2025 term, urban infrastructure has been focused on investment and development. Notably, the Sustainable Environment Project, improving the quality of urban criteria of former Phan Rang - Thap Cham City has invested in building, renovating and upgrading canals, urban traffic, wastewater collection and treatment systems and domestic wastewater connections in 16 communes and wards (formerly); increasing the capacity of Phan Rang - Thap Cham City Wastewater Treatment Plant (formerly) from 5,000m3/day and night to 7,500m3/day and night, contributing to improving the urban environment.
Regarding the treatment of domestic solid waste, according to the Department of Agriculture and Environment, the average volume of domestic solid waste collected in the province is about 398,472 tons/year or more than 1,135 tons/day. Currently, the province operates several landfills, including Luong Hoa, Hon Ro, Ninh Hoa, and Cam Thinh Dong, that utilize sanitary landfill technology to ensure environmentally safe waste disposal. The collection rate of urban solid waste in the whole province reached 99.5%. by June 2025.
Synchronizing infrastructure towards green, modern urban areas
In the new development phase, to continue to synchronize the infrastructure for wastewater and waste treatment, the province is accelerating the implementation of Khanh Hoa Waste-to-Energy Plant Project located in Cam Lam area. The plant will use modern waste-to-energy incineration technology with a scale of 1,000 tons of waste per day and night. The province will continue to attract investors for synchronous domestic solid waste treatment plants throughout the province while increasing the capacity of wastewater treatment plants, expanding the wastewater collection network to increase the operation capacity of wastewater treatment plants in the province, ensuring efficient wastewater treatment processes that comply with environmental standards.
According to Tran Hoa Nam, Vice-Chairman of the Provincial People's Committee, the Provincial People's Committee has approved the Green Transformation Project of Khanh Hoa Province for the period 2024 – 2030, defining the application of 62 indicators to evaluate and monitor green growth and green transformation of the province, including 14 indicators on green infrastructure.
The province's goal when implementing 14 indicators on green infrastructure is gradually improving the quality of infrastructure (including waste and wastewater treatment infrastructure); converting to a green, sustainable infrastructure model based on natural conditions, planning and investment projects to develop and renovate existing areas in urban areas; expanding, connecting and promoting green infrastructure, ensuring to limiting natural disaster risks and adapting to climate change.
Furthermore, Khanh Hoa Province continues to advance a smart infrastructure management model based on the application of advanced technology to drive urban development in a modern, intelligent, sustainable, and distinctive direction with some urban areas meeting international standards. The general goal is that by 2030, Khanh Hoa province will become a centrally-run city; develop green and sustainably through reducing greenhouse gas emissions, greening economic sectors, enhancing resilience, greening lifestyles and promoting sustainable consumption, greening the transition process on the principles of equality, inclusion, and resilience; rank among the top 10 provinces nationwide in green transformation and green growth according to the Provincial Green Index rankings.
