1st Khanh Hoa Provincial Party Congress, term 2025 - 2030 officially opens

The 1st Congress of Khanh Hoa Provincial Party Committee, term 2025 - 2030, officially opened at the Provincial Children's Cultural Palace (62 Thai Nguyen, West Nha Trang Ward) on September 22.

On behalf of the Presidium, Nghiem Xuan Thanh, Central Party Committee Member, Secretary of Khanh Hoa Provincial Party Committee delivered the opening speech, emphasizing that the 1st Provincial Party Congress, term 2025 - 2030 is of special political significance for the Party Committee and People of the newly formed Khanh Hoa Province, following the historic merger of Ninh Thuan and Khanh Hoa provinces, marks the beginning of a new chapter, unlocking vast opportunities for development and positioning Khanh Hoa to confidently advance alongside the nation into an era of civilization and prosperity.

During the past term, the Party Committee, government, army and people of former Khanh Hoa and Ninh Thuan provinces have promoted the solidarity, creativity and strived to gain significant achievements, reaching the goals and targets set out in the Resolution of the Provincial Party Congress for the 2020-2025 term. Especially, the province has directed the implementation of the Central Committee's policy and conclusions on streamlining the organizational apparatus synchronously and effectively.

The Party Committee, government and people of Khanh Hoa province have received the leadership and comprehensive direction of the Central Government, directly from the Politburo, the Secretariat, the National Assembly, the Government, the Central Committees, ministries and branches, especially the Politburo's Resolution No. 09 on the construction and development of Khanh Hoa Province till 2030 with a vision till 2045 and 3 resolutions on specific mechanisms and policies of the National Assembly for Khanh Hoa Province, which have created a foundation for unlocking resources and creating breakthroughs for the provincial development.

In the first month In the first month following the establishment of the new province, the Provincial Party Committee issued a Resolution on double-digit economic growth for the 2025-2030 period and held a conference to meet with large enterprises inside and outside the province to implement Resolution No. 68 of the Politburo on private economic development and resolutions on economic development of the province.

On behalf of the Presidium, Nguyen Khac Toan, Standing Deputy Secretary of the Provincial Party Committee, Chairman of Provincial People’s Committee, briefly presented the Political Report of the Provincial Party Executive Committee for the 2020 - 2025 term to the Congress. During the past term, Khanh Hoa Province successfully achieved 25 out of 26 development targets. The GRDP recorded an average annual growth rate of 8.2%, with the economic structure transfer in the right direction. Export turnover reached USD2.2 billion, and total social investment capital amounted to VND370.2 trillion. The province made significant strides in synchronizing traffic infrastructure development, attracting strategic investors and accelerating the organization, implementation, and approval of key planning initiatives. Several specific mechanisms and policies were implemented, yielding promising initial results.

The province strives to become a centrally-governed city by 2030; an international sea tourism center; a national and regional data center; with double-digit economic growth. It envisions smart, sustainable urban development, synchronized infrastructure, environmental protection, and a high quality of life. The Party remains strong, and national defense, security, and maritime sovereignty are firmly safeguarded.

Nguyen Long Bien, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People's Committee, delivered a speech on enhancing the leadership and direction of the Provincial Party Committee and People's Committee to achieve double-digit economic growth during 2025–2030, contributing to Khanh Hoa’s goal of becoming a centrally-governed city. Tran Gia Van, Deputy Head of the Provincial Party Committee’s Organization Board, presented a speech on developing a high-quality leadership and management team across all levels, aligned with the implementation of the Key Performance Indicators (KPI) of public servants. Delegates also engaged in group discussions on the documents of the 1st Provincial Party Congress and the draft materials for the 14th National Party Congress.

Speaking at the congress, National Assembly Chairman Tran Thanh Man acknowledged and highly appreciated the achievements of the Party Committee, government and people of Khanh Hoa Province over the past 5 years. National Assembly Chairman Tran Thanh Man highly agreed with the goals, targets, breakthroughs, tasks and solutions set by the provincial Party Committee.

This congress reaffirms the strong commitment to transforming Khanh Hoa into a strategic growth engine of the nation—a centrally-governed city and a modern marine economic hub. By 2030, the province aims to achieve an average GRDP growth rate of 11–12% per year, rank among the top 10 localities nationwide in GRDP per capita and state budget revenue growth (averaging 12% annually), and essentially eliminate poverty across the region.

"This congress must affirm the determination to turn Khanh Hoa into a strategic growth pole of the country, a centrally-run city, a modern marine economic center toward the goals of achieving the average GRDP growth rate of 11-12%/year; ranking among the top 10 localities nationwide in GRDP per capita and state budget revenue growth (12% annually on an average) and essentially eliminating poverty across the region by 2030," National Assembly Chairman Tran Thanh Man said, emphasizing that with marine economic advantages, Khanh Hoa needs to identify the development of key sectors such as industry, energy, processing, manufacturing, logistics, high-tech industry; and continue advancing tourism as a world-class spearhead economic sector.

The Congress announced the Politburo's decisions on appointing the Executive Committee (54 members), the Provincial Party Standing Committee (14 members), the Secretary, and the Deputy Secretary of the Khanh Hoa Provincial Party Committee for the 2025-2030 term.

Accordingly, the Politburo appointed Nghiem Xuan Thanh, Member of the Party Central Committee, Secretary of Khanh Hoa Provincial Party Committee for the 2020 - 2025 term to hold the position of Secretary of the Provincial Party Committee for the 2025 - 2030 term; Ho Xuan Truong, Deputy Secretary of Khanh Hoa Provincial Party Committee, the 2020 - 2025 term to hold the position of Standing Deputy Secretary of the Provincial Party Committee for the 2025 - 2030 term; Nguyen Khac Toan, Deputy Secretary of the Provincial Party Committee, the 2020 - 2025 term, to hold the position of Deputy Secretary of the Provincial Party Committee for the 2025 - 2030 term, and Chairman of the Provincial People's Committee for the 2026 - 2031 term; Nguyen Khac Ha, Member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee, the 2020 - 2025 term and Lam Dong, Member of the Provincial Party Standing Committee, Head of the Provincial Party Propaganda and Mass Mobilization Commission for the 2020 - 2025 term, to both hold the position of Deputy Secretary of the Provincial Party Committee for the 2025 - 2030 term.

The Congress also announced the Politburo's decision to appoint a delegation from Khanh Hoa Province to attend the 14th National Party Congress, comprising 29 official delegates and 3 alternate delegates.

The congress announced the decision of the Secretariat on appointing members of the Provincial Party Committee's Inspection Commission (11 members), Chairman of the Provincial Party Committee's Inspection Commission, Vice-Chairman of the Provincial Party Committee's Inspection Commission for the 2025 - 2030 term. Accordingly, Nguyen Tien Duc, Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Committee's Inspection Commission for the 2020 - 2025 term to hold the position of Chairman of the Provincial Party Committee's Inspection Commission for the 2025 - 2030 term, along with 3 other members to hold the position of Vice- Chairpersons of the Provincial Party Committee's Inspection Commission for the 2025 - 2030 term.

On the afternoon of September 22, delegates convened in group discussions on the documents of the 1st Provincial Party Congress and the draft materials for the 14th National Party Congress.
