The closing session of the 1st Congress of Khanh Hoa Provincial Party Committee, term 2025 - 2030, is taking place this morning, on September 23.

The Presidium runs the congress.

The Presidium of the Congress consists of 11 members, including Nghiem Xuan Thanh, Member of the Party Central Committee, Secretary of Khanh Hoa Provincial Party Committee; Nguyen Duc Thanh, Member of the Party Central Committee, former Deputy Secretary of the Provincial Party Committee; Ho Xuan Truong, Standing Deputy Secretary of the Provincial Party Committee; Nguyen Khac Toan, Standing Deputy Secretary of Provincial Party Committee, Chairman of Provincial People’s Committee; Nguyen Khac Ha, Deputy Secretary of the Provincial Party Committee; and Lam Dong, Deputy Secretary of the Provincial Party Committee.

Nguyen Khac Ha, Deputy Secretary of the Provincial Party Committee, presented the draft Action Program of the Provincial Party Executive Committee for the 2025 - 2030 term to implement the Resolution of the 1st Provincial Party Congress.

The draft Action Program closely follows the guiding viewpoints, goals, orientations, key tasks and strategic breakthroughs, while ensuring consistency with the province's situation; implementing the goal of turning Khanh Hoa Province into a centrally-governed city. The draft Action Program sets out tasks and solutions in various fields, including the economy; culture and society; defense, security and foreign affairs; and the Political system and Party building.

In the presentation and discussion of the documents of the 1st Provincial Party Congress, the draft documents of the 14th National Party Congress, Tran Thu Mai, Member of Khanh Hoa Provincial Standing Party Committee, Chairperson of the Provincial Fatherland Front Committee presented a speech on Promoting the role of the Fatherland Front, socio-political organizations, and mass organizations in propaganda and mobilization, fostering unity and consensus among cadres, Party members and the public, thus ensuring the successful implementation of the province’s political tasks.

Other presentations focused on key strategic topics, including Promoting Nha Trang City's role as a core urban center, unlocking new growth opportunities, and contributing significantly to the realization of the province’s decade-long development goals; Ensuring political security, social order, and public safety in Khanh Hoa Province to effectively support socio-economic development and foreign affairs; Advancing science, technology, innovation, and digital transformation, with the goal of positioning Khanh Hoa among the top 10 provinces and cities nationwide in these fields;  Enhancing the Provincial Competitiveness Index (PCI) to place Khanh Hoa in the top 10 nationwide, creating momentum for achieving double-digit annual GRDP growth.

Speaking at the discussion on solutions to develop the science and technology, innovation and digital transformation potential of Khanh Hoa Province to achieve the goal of being in the top 10 provinces and cities nationwide in the fields, the representative of the Party Committee of the Department of Science and Technology proposed 4 groups of solutions for turning Khanh Hoa into a national innovation center for marine economy, ocean technology and biotechnology.

A representative of the Provincial Military Party Committee made a presentation on building Khanh Hoa Province into a solid, interconnected basic defense area to meet the national defense requirements in the new situation. A representative of Dien Khanh Commune Party Committee gave a presentation on building Dien Khanh Commune into an ecological, traditional cultural urban area associated with preserving and promoting the value of historical and cultural relics; Lam Dong, Deputy Secretary of the Provincial Party Committee, presented a synthesis report on the documents of the 1st Provincial Party Congress, term 2025 - 2030. Most opinions highly agreed with the contents of the congress documents.

Opinions on the draft Political Report include supplementing and clarifying some results in the fields of Party building, economy, security and defense; exploiting resources, digital transformation, investment promotion and so on. Delegates also proposed adding 17 new projects and resolutions covering the fields of Infrastructure development, environmental protection, social development and Party building.

The Presidium highly appreciated the sense of responsibility of the 10 discussion groups and assigned Khanh Hoa Provincial Party Committee, Term I, to take the opinions into consideration in the Action Program to implement the Resolution and specialized resolutions in the coming time; and direct advisory agencies to concretize the implementation in all sectors.

The delegations highly agreed with the content of the draft documents to be submitted to the 14th National Congress of the Party. The draft documents reflect the country’s long-term strategic orientation and vision.

The Congress unanimously approved the Summary Report and received opinions on the documents of the 1st Provincial Party Congress; Summary Report on opinions on the draft documents to be submitted to the 14th National Party Congress.

Nguyen Thanh Ha, Chief of the Provincial Party Committee Office, Head of the Secretariat, presented the Draft Resolution of the 1st Provincial Party Congress, term 2025 - 2030. The Resolution was unanimously approved by all delegates, with 100% voting in favor.

The Standing Committee of the Provincial Party Committee offers flowers to the Provincial Party Committee members for the 2020-2025 term who are not continuing in the 2025–2030 Executive Committee.

In his closing speech at the congress, Nghiem Xuan Thanh, Member of the Party Central Committee, Secretary of Khanh Hoa Provincial Party Committee, affirmed that the 1st Khanh Hoa Provincial Party Congress was a resounding success. It reflected the will and aspirations of the entire Party Committee and the people, leaving a strong impression on cadres, Party members, and residents across the province. The Congress reached consensus on a strategic vision for the new development period, aiming to elevate Khanh Hoa Province into a centrally-governed city and a national growth hub, with sustained double-digit annual increases in GRDP, budget revenue, and per capita income. The overarching goal is to build a prosperous, peaceful, and happy society with a high standard of living for all.
