Khanh Hoa Province is aiming for double-digit economic growth, positioning itself as the growth pole of the southern central region with science, technology, innovation and digital transformation identified as key drivers for rapid and sustainable growth toward the goal of ranking among the top 10 provinces and cities nationwide in innovation and digital transformation by 2030.

Firm development
In line with Resolution No. 01, dated July 14, 2025, promulgated by the Provincial Party Committee on achieving double-digit economic growth from 2025 to 2030, Khanh Hoa aims to firmly develop science, technology, and innovation as key drivers of economic growth by 2030. The province will invest in digital and data infrastructure, promote smart city development, and accelerate the transition to a smart economy. Efforts include digitalizing State management, delivering advanced online public services, and prioritizing digital transformation in key sectors such as services, tourism, urban and land management, environmental resources, and transportation. Modern infrastructure will be developed to support industrial and high-tech parks. The business community is encouraged to embrace digital transformation, research, technology development and innovation to enhance competitiveness.
Since the beginning of the year, implementing Resolution No. 57, dated December 22, 2024 by the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, Khanh Hoa Province has implemented 2 investment projects on science and technology development and innovation, namely Khanh Hoa Center for Application of Advanced Science and Technology and the Technical Station for Standards, Metrology and Quality. In addition, the province has also submitted to the Prime Minister a proposal to establish a National Research Center for Ocean Technology, and announced 6 major issues in science, innovation, and digital transformation for businesses to address to enhance competitiveness and drive sustainable growth
Regarding digital transformation, the province has built and put into operation the Smart Monitoring and Operation Center (phase 1); invested in additional information technology infrastructure to serve the implementation of the scheme "Developing applications of data on population, identification and electronic authentication for national digital transformation in the period 2022 - 2025, vision to 2030" in Khanh Hoa Province; built a shared data platform in the province; invested in infrastructure to pilot the smart hospital management information systems and electronic medical records at Khanh Hoa Provincial Oncology Hospital, Yersin Nha Trang General Hospital; and built a data system on ethnic affairs in Khanh Hoa Province for better direction and governance.
Khanh Hoa Province has required agencies and associations to focus on proposing science and technology tasks; in the first 6 months of 2025, the Department of Science and Technology received 95 proposals. The province has promoted the construction of digital transformation infrastructure, ensured information security, and upgraded shared systems to serve local people and businesses following the two-tier local government system.
Currently, the province has 22 public science and technology organizations, 24 non-public science and technology ones; 9 others which are institutes and research centers under ministries and branches with research headquarters in Khanh Hoa Province; 5 universities and 12 colleges and vocational high schools; 13 science and technology enterprises and 4 large digital technology enterprises with more than 2,900 staff engaged in scientific research and technology development in Khanh Hoa Province. In 2025, the Provincial People's Committee has arranged a budget of VND319.2 billion for science and technology, innovation, and digital transformation, accounting for 1.35% of the total local budget expenditure. This rate will continue to be adjusted according to the actual demands, ensuring the target of accounting for 3% of the total local budget expenditure pursuant to Resolution No. 57 of the Politburo.
Enhancing potentials
According to Pham Quoc Hoan, Director of the Department of Science and Technology, the Provincial Data Center has the capacity to operate all platforms and shared information systems across the province. The Level II specialized data transmission network has achieved 100% connectivity with Party and government agencies from the provincial to communal levels. The provincial Integrated Sharing Platform (LGSP) has successfully implemented all 23 API data integration services. Additionally, the authentication server system has been deployed to facilitate secure data integration with the Ministry of Public Security and ensure seamless connectivity with the national document exchange. Information security across all systems is comprehensively maintained. The province's potential in science and technology, innovation and digital transformation is an important premise contributing to the proportion of total factor productivity in the average GRDP in the 2021 - 2025 period.
To achieve its goal of becoming one of Vietnam’s top 10 provinces in science, technology, innovation, and digital transformation by 2030, Khanh Hoa will strengthen its institutional mechanisms, refine policies and increase funding. Key initiatives include formulating a comprehensive strategic plan, issuing prioritized technology lists, investing in high-quality human resources, and attracting leading experts to drive innovation and digital transformation initiatives.
The province will continue upgrading infrastructure to support science, technology, innovation and digital transformation via such major projects as the National Research Center for Ocean Technology and various specialized hubs, including the centralized IT zone, a research and development center, a startup support center, a high-tech park, a clean energy and renewable energy service center and the NetZero green industry hub. By effectively implementing tax incentives and support policies, the province aims to foster innovation and promote the growth of digital technology enterprises.
