Strong consensus reached on advancing provincial development goals

During the preparatory session of the 1st Khanh Hoa Provincial Party Congress, term 2025 – 2030 on the afternoon of September 21, delegates divided into 10 groups discussed the contents of the documents submitted to the congress. Delegates highly agreed with the provincial development goals and targets stated in the draft documents.

Regarding the Political Report of the Provincial Party Executive Committee, the Draft Resolution of the 1st Provincial Party Congress, term 2025 - 2030, the Draft Action Program to implement the Resolution of the 1st Provincial Party Congress, the delegates contributed many opinions on solutions to remove bottlenecks and generate breakthrough momentum for the province’s socio-economic progress.; address environmental challenges; invest in cultural and sporting infrastructure; enhancing healthcare and education, especially for those with meritorious services, policy beneficiaries, those in remote and ethnic minority areas; strengthen capacity to prevent and combat natural disasters, adapt to climate change, protect the environment for sustainable development.

Focus on high-quality human resource training

Human resource training drew significant attention from delegates. Speaking at Discussion Group No. 1, Nghiem Xuan Thanh, Member of the Party Central Committee, Secretary of Khanh Hoa Provincial Party Committee, emphasized that investment in education must be associated with training quality improvement. Khanh Hoa Province has identified four key pillars of economic growth: industry, energy, tourism and services; and construction and urban development. Accordingly, it is essential to focus on cultivating high-quality human resources in these sectors. In addition, developing human resources for the high-tech agricultural sector is a strategic priority to ensure alignment with the province’s future economic development needs.

Delegate Le Huu Tri, Deputy Head of the Provincial National Assembly Delegation (Discussion Group No. 4), emphasized the need for fundamental solutions to attract reputable and high-quality universities to establish training institutions within the province. He also proposed the development of a strategic plan for management personnel training to meet the demands of the new era, particularly in the digital economy considered as a key economic sector.

Professor, PhD. Trang Si Trung, Vice-Chairman of the Council of Nha Trang University (Discussion Group No. 2) suggested that the province should capitalize on its advantage of hosting numerous institutes and universities to enhance human resource development. He proposed strengthening the integration of science and technology with the advancement of the marine economy, thereby aligning academic potential with strategic economic growth.

Delegate Lam Dong, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, chairs the discussion group No.10.

 

Towards sustainable development and international integration

Delegate Thai Thi Le Hang, Editor-in-Chief of Khanh Hoa Newspaper, Radio and Television (Discussion Group No. 10) mentioned 4 important resolutions of the Politburo (Resolution No. 59 on international integration in the new situation; Resolution No. 70 on ensuring national energy security until 2030, vision to 2045; Resolution No. 71 on breakthroughs in education and training development; Resolution No. 72 on breakthrough solutions to enhance public health protection, care and improvement); proposing that in the next term, it is essential to add more solutions and specific targets associated with the above 4 resolutions to position Khanh Hoa as a model of integration, dynamism, and sustainable development. Regarding strategic breakthroughs, special attention should be given to the marine economy, with supplemental initiatives aimed at fostering long-term and sustainable growth. This is particularly important in light of Resolution No. 09 issued by the Politburo, which outlines the vision of developing Truong Sa into a national center for economic, cultural, and social activities at sea.

Regarding the development of science and technology, innovation and digital transformation, delegate Pham Quoc Hoan, Director of the Department of Science and Technology (Discussion Group No. 5) affirmed that in order to achieve the goal of Khanh Hoa Province being in the group of 10 provinces and cities with high with high performance indicators in these areas by 2030 will require concerted efforts across all levels and sectors with the focus on developing science and technology and innovation.

Investing in numerous fields

Regarding the breakthrough in developing socio-economic infrastructure, delegate Huynh Manh Thang, Deputy Director of the Department of Home Affairs (Discussion Group No. 6) said that it is necessary to clarify specific mechanisms and policies to attract investment in key areas such as renewable energy, high-tech industry and high-quality tourism. Delegate Chau Ngo Anh Nhan, Director of the Department of Finance (Discussion Group No. 1) proposed including the Cu Hin Mountain Tunnel Project among the province’s key initiatives to enhance urban connectivity between Cam Lam Airport and Nha Trang.

Discussion group No. 6.

At the discussion, many delegates suggested investing in cultural and sports facilities to serve tourism development and improve local spiritual life. Delegate Nguyen Dac Tai, Chairman of the Provincial Union of Science and Technology Associations (Discussion Group No. 1), proposed reviving the construction project on the Provincial Museum during this term. Meanwhile, Delegate Vu Ngoc Duong, Party Secretary and Chairman of the People's Council of Ninh Chu Ward (Discussion Group No. 9), emphasized the need for effective strategies to promote the province’s rich heritage and cultural relics. He also recommended that the Draft Action Program for implementing the Congress Resolution include key projects such as the development of modern waste treatment facilities and proactive measures to address climate change, and initiatives to protect marine biodiversity, especially coral reefs.
