Khanh Hoa Provincial People's Committee launched a concentrated campaign at the Provincial Children's Cultural Palace on October 30 to deploy Digital Transformation and Key Performance Indicator (KPI) Implementation Support Teams in communes, wards and special zone throughout the province.
Present at the event were Nghiem Xuan Thanh, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Ho Xuan Truong, Standing Deputy Secretary of the Provincial Party Committee; Lam Dong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Khac Toan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and Nguyen Khac Ha, Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province.

Strong determination
At the launching ceremony, a representative from the Department of Home Affairs announced the Provincial People's Committee's decision to assign personnel to participate in the Digital Transformation and KPI Implementation Support Teams in communes, wards and special zone throughout the province. Accordingly, in this phase, 162 lecturers and students major in information technology (IT) from 8 universities, colleges and academies in the province will join the Digital Transformation and KPI Implementation Support Teams. The program will run for one month, followed by an initial review and evaluation.
The teams will support the commune-level authorities in the following areas: enhancing awareness of digital transformation and digital skills for civil servants, using online public services and other essential public services. In addition, they will provide technical support for essential information system infrastructure and operation: reviewing and ensuring the stable operation of LAN networks, computers, and the Internet; providing guidance and troubleshooting issues in the use of the Document Management and Operating System (E-Office) and the Feedback and Complaint System. They will also support the implementation of KPI for local officials.

The teams will assist commune-level authorities in several key areas: raising awareness of digital transformation and enhancing digital skills among civil servants, as well as promoting the use of online public services and other essential government platforms. In addition, the teams will provide technical assistance to ensure the effective operation of the critical information system infrastructure. This includes reviewing and maintaining the stability of LAN networks, computers, and internet connectivity; offering guidance and resolving issues related to the use of the Document Management and Operating System (E-Office) and the Feedback and Complaint System. They will also support the implementation and monitoring of KPI for local officials.
The teams will also provide professional support at commune-level public administrative service centers. Their responsibilities include guiding the digitization of documents and assisting citizens and businesses in completing online public administrative procedures. They will help build foundational digital skills by organizing training sessions on computer usage and familiarizing participants with the province’s key digital platforms. To promote continuous learning, they will encourage self-study through the Ministry of Science and Technology’s open online learning platform (MOOC). Additionally, the teams will provide essential knowledge on basic cybersecurity.

All students and lecturers are proud and determined, demonstrating the enthusiasm of the youth in contributing to building digital government at the grassroots level. Ha Van Tan, a student from Nha Trang College of Technology, said, “We spent lots of time studying and practicing on the E-Office and the KPI. It is an opportunity for us to learn and contribute to the digital transformation efforts of our province.”
Supplementing IT personnel at the grassroots level is a vital solution that helps ensure the smooth and efficient operation of the two-tier government system, while enhancing the quality of public services. Beyond providing technical support, the program holds meaningful humanitarian value as it offers students the opportunity to apply the knowledge they’ve gained in school to real-world settings.
According to M.A Dinh Van Thanh, Vice-Rector of Nha Trang College of Technology, In line with the province’s policy of deploying lecturers and students to communes and wards for IT support, the school has formed seven support teams comprising four lecturers and 29 students. The college adjusted its study and teaching schedules to allow team members to fully focus on their assigned tasks. Simultaneously, we organized training courses to equip lecturers and students with the necessary knowledge and skills, closely aligned with the requirements and plans set forth by the Department of Science and Technology. The training emphasized two core software systems: KPI and E-Office, which are essential tools for enhancing the operational efficiency of administrative agencies at the grassroots level.
Immediate support, instant results
Digital transformation is an imperative trend, a path for Khanh Hoa to enhance its competitiveness, significantly improve the quality of life for its people, and build an efficient and modern public administration system. The application of KPI is a breakthrough in public administration management and operation, making processes transparent, clear, and accountable, with tasks linked to specific indicators, deadlines, and results.
Following the implementation of the policy to deploy lecturers and students for IT support at communes and wards, academies and schools promptly organized training courses to enhance their knowledge and skills in line with the assigned responsibilities.
Lieutenant Colonel Vu Van Khuong, an instructor at the Naval Academy, said, "In addition to their expertise in IT, lecturers and students have proactively learnt about the practical needs of localities to provide the most effective support and help local officials truly master the technology."
Vo Nguyen Khanh Trang, a student from Khanh Hoa University, said, “I have participated in the "Digital Literacy Program" organized by the university's Youth Union, helping local residents complete online administrative procedures. That experience gave me valuable hands-on skills. Now, assigned to support communes and wards, I feel much more confident and believe I can offer meaningful and effective support to the community.”

Vo Thi Le Xuan, Secretary of the Party Committee and Chairwoman of the People's Council of Trung Khanh Vinh Commune, emphasized, "As a mountainous area still facing significant challenges in accessing information technology for public administrative services and KPI implementation, we are truly grateful for the support provided by lecturers and students. Their assistance in handling administrative procedures and enhancing the IT skills of local officials is invaluable. This is a highly meaningful initiative that deserves to be expanded.”
This program embodies the principle of “putting knowledge into action,” strengthening School-Government partnerships and affirming the vital role of young people in advancing e-government. It marks a meaningful step toward building a digital government, cultivating digital citizens, and shaping a digital society. The journey of bringing technology to the grassroots level goes beyond data connectivity; it connects people through shared knowledge and aspirations, contributing to the vision of a more modern and progressive Khanh Hoa Province.
