Looking back, the patriotic emulation campaigns in the province have proved effective at all levels, from the province to the grassroots. The emulation is closely linked to the resolutions and development strategies of localities. The drastic and synchronous participation of the entire political system has created a solid foundation for Khanh Hoa to achieve outstanding results in economic, cultural and social development.
From the new rural development campaign and administrative reforms to initiatives supporting the poor under the motto “no one is left behind,” as well as efforts in environmental protection and the advancement of the economy and tourism, each movement is centered on addressing real issues and delivering tangible benefits to the community. These campaigns have given rise to an increasing number of effective models and exemplary individuals, highlighting the growing impact and vitality of the patriotic emulation movement.
These emulation movements have taken root across all sectors, engaging every agency, cadre, Party member and citizen. As President Ho Chi Minh once affirmed, “Competition is patriotism, patriotism requires emulation, and those who emulate are the most patriotic.” The patriotic emulation campaign has garnered widespread support from the people, serving as a powerful source of inspiration to overcome the hard times, foster sustainable development, and build a prosperous, harmonious society.
This Patriotic Emulation Congress took place following the 1st Provincial Party Congress, term 2025 - 2030, opening up many new directions for development. With the aspiration to enter a decade of enhanced development, with strategies to soon turn Khanh Hoa into a centrally-run city by 2030, the Patriotic Emulation Congress is an opportunity for Khanh Hoa Province to amplify its achievements, arouse the solidarity and creativity, create a driving force for breakthroughs, and build a prosperous and dynamic homeland.
Amid the nationwide process of streamlining the organizational apparatus, implementing the two-tier local government system, the Patriotic Emulation Congress is contributing to promoting the spirit of self-reliance and innovation in the reform process.
In the process of streamlining the organizational apparatus, rising demands for work efficiency and staff quality call for bold initiatives and effective operational models. This transformation requires a more dynamic cadre of civil servants who think innovatively, act decisively, take responsibility, confront challenges, and work for the common good; possess high integrity, serve as pioneers and act as the core of solidarity. Emulation will increasingly serve as a mechanism to evaluate staff capacity, providing a foundation for personnel arrangement and organizational restructuring. This, in turn, fosters consensus and reinforces public trust in the sound policies of the Party and State.
The Patriotic Emulation Congress not only summarizes, commends and acknowledges the contributions and dedication of outstanding groups and individuals, but also strengthens the determination of the entire Party Committee and the people of Khanh Hoa to build Khanh Hoa to develop more strongly in the future.
