Driving DTI progress

In 2025, Khanh Hoa Province aims to have its digital transformation index (DTI) ranking among the top 20 provinces and cities with a clear roadmap to reach the top 10 by 2030 as stipulated in Resolution No. 01 of the Provincial Party Committee on achieving double-digit economic growth for the period 2025-2030. To reach this goal, the province has made concerted efforts to implement comprehensive tasks and solutions.

The provincial Digital Transformation Index (DTI) is structured with three pillars, namely digital government, digital economy and digital society. According to the Ministry of Science and Technology at the National Digital Transformation Day 2025 event, Khanh Hoa Province ranked 16th out of 34 provinces and cities in the Digital Transformation Index (DTI) in 2024, with a DTI value of 0.7071. Under Plan No. 4636 on enhancing Khanh Hoa Province’s Digital Transformation Index (DTI) in 2025 and the following years, the Provincial People's Committee has set a general objective of reaching the top 20 nationwide by 2025.

The plan aims for a steady annual improvement of at least 1–2 ranks, with the ultimate goal of placing Khanh Hoa among the top 10 provinces and cities in DTI by 2030 as stipulated in Resolution No. 01 of the Provincial Party Committee. The plan also identifies specific objectives in improving the province's DTI in 2025 and subsequent years, aiming for a DTI score of ≥ 800/1,000 points in 2025 and having at least 4 out of 8 main indicators in the top 10 provinces and cities nationwide.

Efforts to achieve the goal

According to Dao Xuan Ky, Deputy Director of the Department of Science and Technology, the DTI is not only a technical measure but also a criterion for sustainable development of the locality. To achieve the objectives, in its role of presiding over, guiding, urging, and inspecting the implementation of Plan No. 4636 of the Provincial People's Committee, the Department of Science and Technology advises the province to organize assessments and reviews of the results of implementing the DTI groups every six months; linking the results of the DTI implementation with emulation and reward work; and deploying the provincial-level DTI Dashboard software.

The Digital Transformation Index (DTI) is not merely a technical metric; it serves as a vital criterion for assessing the sustainable development of the locality. To achieve the set objectives, the Department of Science and Technology, in its role of presiding over, guiding, urging, and inspecting the implementation of Plan No. 4636 issued by the Provincial People's Committee, has proposed several key measures, including conducting biannual assessments and reviews of the implementation results across DTI groups; integrating DTI performance outcomes into emulation and reward mechanisms; and deploying provincial-level DTI Dashboard software to enhance monitoring and decision-making capabilities.

The Department of Science and Technology also proactively and effectively fulfills its provincial "digital architect" through tasks such as developing regulations on the provincial digital infrastructure structure and data governance; building a digital architecture framework; building and operating a shared data warehouse, a digital citizen app and a digital management and operation platform (Digital Workspace); opening data platforms to enable seamless access, integration, and exchange of data between citizens, businesses, ministries, sectors and localities; drives the adoption of advanced technologies such as automation, artificial intelligence (AI), big data, and blockchain to enhance application efficiency and reduce operational costs; promoting innovation and the local digital economy; supporting digital technology businesses, innovative startups, and connecting research institutions, universities and businesses; organizing programs, seminars, and developing research projects to accelerate digital transformation; and implementing policies to encourage e-commerce, e-contracts and cashless payments.

In addition, the Department of Science and Technology, in coordination with relevant departments and agencies, is preparing for organizing the Khanh Hoa Provincial Digital Technology Festival 2025 expected to take place at 2-4 Square (Nha Trang Ward) on November 18-19 to promote information technology solutions, digital technology and digital transformation initiatives in Khanh Hoa, and raise public awareness and digital skills; a specialized conference on "Solutions to improve the Provincial Innovation Index (PII) and the Digital Transformation Index (DTI) of Khanh Hoa Province by 2030" in late November to evaluate the implementation of the PII and DTI and discuss specific solutions to improve the two indices based on a yearly roadmap to bring Khanh Hoa among the top 10 provinces and cities nationwide in terms of PII and DTI by 2030.
