Khanh Hoa Provincial People's Committee grants relief to flood-affected tenants

The Office of Khanh Hoa Provincial People's Committee has just announced the conclusion of Chairman of the Provincial People's Committee Tran Phong at the meeting on flood recovery held on November 28.

VND1 million/person for tenants and those affected by landslides

Accordingly, Chairman of the Provincial People's Committee Tran Phong requested agencies and localities to focus on implementing policies to support flood-hit households/people and students at primary schools and above in these households to buy books and school supplies (completed by December 2). In particular, the Provincial People's Committee approved to provide relief worth VND1 million/person for flood-affected tenants without temporary residence registration confirmed by the landlords and heads of residential groups.

This aid amount is equal to that for permanent residents and people with temporary residence registration (Decision No. 2192 dated November 23, 2025). The Provincial People's Committee also agreed to provide support VND1 million/person for households affected by landslides and disadvantaged families affected by flooding.

Life support and livelihood recovery

The Chairman of the Provincial People's Committee assigned the People's Committees of communes and wards to focus on ensuring care for residents after floods; mobilizing temporary accommodation for households whose houses were destroyed. Localities need to urgently assess the damage and submit lists of households affected by landslides during the recent floods to the Department of Finance for support allocation by November 30.

Regarding housing, the province requested urgent support for reconstruction, ensuring that 100% of families whose houses collapsed or were severely damaged by floods and landslides receive aid by the 2026 Lunar New Year. All affected schools and medical stations must be repaired and restored to normal operation.

Focus on restoring agricultural production

The Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with the Department of Finance and other departments and People's Committees of communes and wards to urgently provide consultancy for the Provincial People's Committee to issue policies to support people in restoring agricultural production, aquaculture and business (completed by November 30).

Based on local reports of agricultural production damage, the Department of Agriculture and Environment must urgently consolidate and provide consultancy for the Provincial People’s Committee to report to the Ministry of Finance and the Ministry of Agriculture and Environment for consideration and submission to the Prime Minister for approval of central budget support. While awaiting central allocation, the Department should coordinate with the Department of Finance to recommend advancing the provincial budget to help people quickly restore production (completed before December 1).

The Department is to coordinate with localities to guide farmers in proper sowing and crop care, ensure seed supply, and restore 100% of rice and crop areas on schedule. It will also accelerate livestock recovery and strengthen epidemic prevention, especially against African swine fever, to secure the food supply during flood recovery and ahead of the 2026 Lunar New Year.

Infrastructure repair and evacuation

The Department of Agriculture and Environment was assigned to coordinate with the Department of Finance to mobilize resources to repair irrigation reservoirs, dykes, canals, and pumping stations, and prioritize emergency resettlement projects. Households at high risk of landslides in Bac Ai Tay Commune must be relocated by December 7, 2025.

The Department of Construction was instructed to preside over and coordinate with localities to review and inspect areas affected by flooding, landslides and flash floods; propose relocation plans; design flood-resistant housing and community cultural centers tailored to each locality; oversee landslide repairs on major traffic routes; and recommend measures to prevent landslides and remove flood drainage obstructions.

Regarding flooding recovery, the Department of Finance was assigned to preside over and provide consultancy on budget allocation in the 2026-2030 medium-term public investment plan and local budgets to prioritize overcoming the consequences of natural disasters; repairing and upgrading natural disaster prevention and control works; proactively contact agencies under the Ministry of Finance to submit proposals to the Prime Minister for funding allocations in line with Decree No. 09/2025 on mechanisms and policies supporting agricultural production recovery in areas affected by natural disasters and epidemics; continue to propose further allocation of support resources from the Central Government, localities, businesses, and people nationwide, ensuring that 100% of resources are delivered directly to those impacted, particularly individuals facing financial hardship.

Implementing solutions for economic recovery and development

The Department of Finance was instructed to preside over and coordinate with the Provincial Statistics Office and relevant departments, agencies and localities to review and evaluate the growth scenario for the fourth quarter of 2025, provide consultancy for the Provincial People's Committee to adjust the growth scenario and growth solutions, especially for key sectors with large contributions such as tourism, agriculture, industry, construction, etc. to ensure the completion of the growth goals for 2025.

The Department of Culture, Sports and Tourism was asked to urgently develop and implement a tourism stimulus plan, promoting communication to inform visitors that Khanh Hoa Province is returning to new normal after the floods, ensuring safety and convenience for sightseeing, resorts and tourism experiences. The Department of Industry and Trade was assigned to direct the Market Management Division to strengthen price controls and maintain stabilization points of sale.

The State Bank of Vietnam, Region 10 Branch, was requested to direct commercial banks and credit institutions in the province to have policies on debt rescheduling, debt extension, interest rate exemption and reduction for loans; and simplify loan procedures to facilitate customers' access to loans to quickly restore production after floods. Khanh Hoa Tax Department is to urgently propagate about tax exemption and reduction policies for individuals and businesses affected by natural disasters.
