Towards development of smart labor market

Khanh Hoa Province's labor market has steadily grown more flexible and efficient. To build a comprehensive, modern, transparent, and sustainable labor market, the Provincial People's Committee is promoting cooperation with foreign investors to implement integrated labor market solutions in the near future.

According to Nguyen Thanh Son, Deputy Director of the Department of Home Affairs, the province currently has a population of nearly 1.9 million, with more than 1 million people aged 15 and above, accounting for 53.7%. Each year, around 15,000–20,000 individuals enter working age, providing an abundant source of human resources to meet local development needs. The proportion of trained workers has reached over 80%.

On average, about 2,000 new businesses are established annually. At present, the province has nearly 15,000 enterprises and more than 96,000 individual economic establishments, employing approximately 350,000 workers. The growing number of businesses and production facilities has led to a corresponding rise in labor demand.

Since the beginning of 2025, more than 3,400 businesses have registered recruitment needs through the provincial Employment Service Center, offering over 34,000 vacancies. Among the 22,800 job seekers recorded, 54.5% are classified as unskilled laborers, while 36.5% possess college or university degrees or higher.

To connect labor supply and demand, since the beginning of the year, the Provincial Employment Service Center has organized 138 job fairs, including 99 online, attracting 647 businesses and nearly 4,600 workers. As a result, more than 3,800 people were interviewed and 530 were employed or required for further interviews. The center also provided job counseling to over 24,500 people and successfully job recommendations for more than 3,300 people. Efforts to send workers abroad under contract continue to be promoted, with 509 workers having departed since the beginning of the year. In addition, the province has implemented the DOLAB-JICA platform to help workers access transparent and convenient information about overseas job opportunities without intermediaries.

In addition, the province has built a job database linked to the national population database; and launched the website thongtinvieclamkhanhhoa.vn and an online job exchange platform. This system not only enables workers to easily access recruitment information but also assists businesses in finding suitable personnel, thereby enhancing transparency in the labor market.

These initiatives demonstrate the province’s commitment to building a highly connected labor market that can adapt swiftly to fluctuations, gradually shaping a digitized labor ecosystem. As a result, the labor structure has shifted positively, the rate of stable employment has increased, and the unemployment rate remains low.

To develop a modern, transparent, and sustainable labor market, the Provincial People's Committee has directed the Department of Home Affairs and relevant departments and agencies to consider cooperation with JANZZ.technology (Switzerland) on the implementation of the JANZZilms! Integrated Labor Market Solution Project. The project designed to achieve four objectives, including connecting labor supply and demand based on real-time data, minimizing unemployment and local labor shortages; supporting workers in improving their skills and career orientation to meet actual market needs; enhancing the capacity for forecasting and planning labor market policies for management agencies through data collection and analysis; and creating a connected ecosystem between businesses, training institutions and workers. The project is 100% funded by JANZZ.technology with a total value of US$300,000; The locality bears no financial risk but is required to contribute in-kind resources, including personnel and data.

A key feature of the project is its ability to integrate big data from recruitment, training and business channels, providing a real-time, comprehensive picture of workforce needs. This solution not only enhances government management efficiency but also enables businesses to identify suitable personnel and access more accurate job opportunities.

Upon successful implementation, Khanh Hoa will be a pioneering locality in applying a digitized labor market model integrated with artificial intelligence (AI), opening a new direction in local human resource management, ​​a crucial factor in attracting investment and developing a knowledge-based economy. Cooperation with foreign partners further allows the province to access cutting-edge human resource management technologies while affirming its strong commitment to comprehensive digital transformation in the labor and employment sector.

According to Nguyen Thanh Son, in the coming time, the department will provide consultancy for the Provincial People's Committee to establish a working group to hold specific and in-depth discussions with JANZZ.technology on the JANZZilms! Integrated Labor Market Solution Project. Based on that, the working group will report to the Provincial People's Committee for consideration and decision. With a flexible, modern, efficient and sustainable approach, integration is seen as the key for the locality to build a model for developing a smart labor market, placing people at the center of all development policies.
