Fostering legal awareness and respect

Khanh Hoa Province has focused on law-making and enforcement, enhancing the efficiency of State governance, safeguarding the legitimate rights and interests of its citizens and promoting public awareness about living and working in accordance with the Constitution and legal regulations.

Institutional reform

Resolution No. 66-NQ/TW dated April 30, 2025, affirms that law-making and law enforcement form the foundation of a socialist rule-of-law State, emphasizing the need for innovation and enhanced effectiveness in both areas to meet the demands of national development in the new era. On June 11, 2025, the Provincial Party Committee issued Plan No. 297 to implement Resolution No. 66. On June 25, 2025, the Provincial People's Committee issued Plan No. 8156 to implement the documents of the Central Government and the Provincial Party Committee, defining 7 tasks.

Comprehensive reforms in law-making and law enforcement have been widely implemented across the province. The Provincial People's Committee established a weekly reporting system to closely monitor progress and promptly address obstacles. On October 1, 2025, the Committee issued updated regulations for evaluating administrative reform, including a 2-point increase in the institutional reform evaluation score compared to 2024.

The Provincial People's Committee and the Department of Justice regularly issue documents urging specialized agencies to review legal documents affected by the restructuring of the State apparatus, directing and guiding law enforcement; and providing guidance on resolving difficulties in implementing the two-tier local government system.

Law enforcement monitoring remains a central focus, with close attention given to key and interdisciplinary areas, tightly integrated with the law-making process. Activities such as reviewing, inspecting, and systematizing legal documents were implemented decisively, especially in the fields of investment, land, planning, urban development, environment, and administrative reform. In the third quarter, authorities inspected 16 decisions issued by the Provincial People's Committee and 4 resolutions from the Provincial People's Council, examined 46 legal documents within their jurisdiction, and reviewed a total of 828 legal documents of all kinds.

Innovative approaches to legal education and outreach

After the Law on the Promulgation of Legal Documents came into effect (July 1, 2025), the Department of Justice organized a training course on July 23, 2025, on the drafting, inspection, review and handling of legal documents for over 500 representatives from the provinces of Khanh Hoa and Lam Dong. Khanh Hoa was also the first province to provide training to enhance the professional capacity of officials in this field. The Department also organized conferences to disseminate legal knowledge and provide legal assistance on marriage and family law, prevention of child marriage, consanguineous marriage, domestic violence, and child protection, reaching more than 2,700 participants.

The Department has made significant strides in reforming legal education and dissemination. Since July, the Provincial Coordination Council for Legal Education and Dissemination has organized three consecutive online legal knowledge contests, drawing 58,780 participants and generating widespread community engagement. In collaboration with the Ministry of Justice, the Department hosted two specialized seminars focused on the Law on Mediation at the grassroots level and on legal education and dissemination practices. It also maintained regular internal communication on administrative reform and integrated legal education into Law Day activities. These initiatives have broadened public and business access to legal information, enhanced transparency and democratic governance, reinforced administrative discipline and order, raised legal awareness among citizens and contributed to a more favorable investment and business environment.

According to Nguyen Thuy Thanh Yen, Deputy Director of the Department of Justice, institutional reform has played a vital role in establishing a coherent and practical legal foundation for state governance. It has supported effective administrative reform, reinforced discipline and order, created favorable conditions for citizens and businesses, and contributed positively to the provincial socio-economic development. In the coming time, the Department of Justice will continue providing consultancy for the Provincial People's Committee on comprehensive solutions to enhance judicial work. Key priorities include timely and thorough institutionalization of policies and directives from both the Central Government and the province; ensuring legal documents are authorized, feasible, and grounded in reality; promoting digitalization, transparency and accessibility of the legal document system; expanding the application of information technology in legal education; accelerating the review of overlapping or outdated legal documents following the provincial merger; and enhancing the capacity and professionalism of legal officers and grassroots mediators.
