Digital transformation to enhance public service

From paperless meetings and online document processing to Zalo groups operating 24/7 to receive feedback, the Vietnam Fatherland Front Committee of Phan Rang Ward has emerged as a pioneer in grassroots-level digital transformation. The adoption of technology has enabled the Ward Front Committee to operate with greater flexibility, transparency, and efficiency and stronger public engagement.

Change in working mindset

Recognizing digital transformation as a key and consistent task in modernizing its operations, the Phan Rang Ward Front Committee has integrated information technology across all aspects of its work. This includes management, meetings, reporting, and coordination with organizations. Notably, the use of online reporting software and electronic documents to fully replace paper records marks a significant shift in working practices, reflecting a new mindset focused on innovation and efficiency.

Dozens of thick paper documents once had to be prepared for each meeting. Now, with just a single QR code scan, participants can instantly access all reports, agendas, and draft documents. Feedback is submitted online, saving time, reducing costs, and improving the efficiency of information processing. As a result, meetings are streamlined and able to focus more deeply on professional discussions.

A milestone in this transformation was the 1st Congress of the Vietnam Fatherland Front of Phan Rang Ward, term 2025–2030, where all documents and records serving the congress were fully digitized. This marked a decisive step forward, affirming the Ward Front’s readiness to innovate by applying technology.

In addition, during public consultation sessions on draft documents of the Provincial Party Congress and Political Reports to be submitted to the Provincial Congress of Vietnam Fatherland Front Delegates, the ward introduced multiple online interaction channels such as Zalo, Facebook, and electronic forms, allowing citizens to contribute opinions anytime and anywhere, thereby promoting democracy and encouraging broad community participation.

Robust information digitization via platforms

According to Nguyen Quoc Thao, Vice-Chairman of the Vietnam Fatherland Front Committee of the ward, Secretary of the Phan Rang Ward Youth Union, digital transformation is not only a requirement but has become a continuous task of the entire Front system, organizations and communities. In particular, the Youth Union is identified as the core force in spreading digital transformation to families. Community digital technology teams established by the Ward Youth Union have supported people in performing administrative procedures at public administrative centers, providing instructions on how to use online services. Mobile teams also pay home visits to support the installation of the VNeID application, instructing people on how to perform public services in the digital environment. This approach not only helps people quickly access technology but also raises public awareness of digital transformation.

In the recent flood relief campaign, the Phan Rang Ward Fatherland Front pioneered the use of QR codes. With a simple scan, people could transfer donations and publicly track each contribution. Thanks to this transparent, fast, and modern method, the ward successfully mobilized significant support, further strengthening public trust in the activities of the Front Committee.

In the coming time, the Ward Front Committee will continue to concretize the Party and State’s policies and guidelines on digital transformation. Efforts will focus on promoting widespread digital capacity training, enhancing the use of digital platforms to receive public opinions, and digitizing operating processes to ensure smooth and accurate information sharing; innovating methods of propaganda, mobilization, and the implementation of campaigns in the digital environment. These measures aim to strengthen efficiency, transparency, and community engagement, while fostering a modern and responsive grassroots governance system.

According to Phan Thi Hai, Chairwoman of the Vietnam Fatherland Front Committee of Phan Rang Ward, the success of digital transformation is thanks to the rejuvenation of the team of Heads of the Front Work Committee and organizations. More importantly, we identify digital transformation as not only bringing technology into work but also changing the mindset of service, putting people at the center of all activities.
