On January 5, in Nha Trang Ward, the Central Policy and Strategy Committee, the Editorial Board of the Communist Magazine, and Khanh Hoa Provincial Party Committee jointly organized the national scientific conference on Science, Technology and Innovation: Striving to make Khanh Hoa a national growth pole, a centrally-governed city, and a modern marine economic center.

The conference was chaired by Hoang Trung Dung, Member of the Central Party Committee, Deputy Head of the Central Organization Department; Pham Dai Duong, Member of the Central Party Committee, Deputy Head of the Central Policy and Strategy Department; Nghiem Xuan Thanh, Member of the Central Party Committee, Secretary of Khanh Hoa Provincial Party Committee; Duong Trung Y, Editor-in-Chief of the Communist Magazine; Tran Phong, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Khanh Hoa Province.
The conference was attended by leaders from central agencies, representatives of Communist Magazine, experts and scientists, as well as delegates from Lam Dong and Dak Lak provinces. Representatives from Khanh Hoa Province included Lam Dong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Nguyen Khac Ha, Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Khanh Hoa Province; members of the Provincial Party Standing Committee; leaders of the Provincial People's Council, Provincial People's Committee, Vietnam Fatherland Front Committee, and the Provincial National Assembly Delegation; leaders of departments, agencies, and enterprises under the Provincial People's Committee; and representatives from universities, academies and research institutes in the province.

In his welcoming remarks at the conference, Khanh Hoa Provincial Party Secretary Nghiem Xuan Thanh emphasized that the conference is an important event in advancing the Politburo’s Resolution No. 57, which focuses on breakthroughs in science, technology, innovation, and national digital transformation.
The newly merged Khanh Hoa Province enjoys immense potential and opportunities to enter a phase of accelerated development; embodying the convergence of favorable conditions. In particular, the Politburo has issued the Resolution No. 09 on the construction and development of Khanh Hoa Province to 2030 vision to 2045, defining that Khanh Hoa will become a centrally-governed city by 2030; a high growth pole of the region and the country; and a modern marine economic center.
In addition, the National Assembly issued Resolution No. 55 on piloting certain mechanisms and policies for the development of Khanh Hoa Province; Resolution No. 189 on certain special mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project; and the Government has adopted Resolution No. 115 on certain specific mechanisms and policies to support the socio-economic development of Ninh Thuan province. Most recently, the Government has decided to approve Khanh Hoa as the energy industry and service center of the southern region; and the Khanh Hoa Province's Power Development Plans VII and VIII until 2035 with a capacity of 26,000 MW. Khanh Hoa is entering a "golden period" with great potential and opportunities.

Khanh Hoa Province acknowledges that while Resolution No. 09 defines its positioning targets for 2030, Resolution No. 57 provides the roadmap for breakthrough development. Science, technology, and innovation are identified as the decisive driving force—the “lever” for socio-economic transformation and the successful realization of Resolution No. 09’s strategic goals.
Based on that, the Provincial Party Committee has concentrated on leading and directing the implementation of Resolution No. 57 with strong political determination, great effort, and decisive action. As a result, several important initial achievements have been recorded: infrastructure and capacity for science, technology, and innovation have been enhanced in key provincial sectors; the number of proposals for science and technology tasks in 2025 has tripled compared to previous years; and the province’s Local Innovation Index (PII) for 2025 ranks 9th among 34 provinces and cities nationwide. Notably, Khanh Hoa is the first province to comprehensively implement a system of job positions, along with a software toolkit designed to score, evaluate, and rank the performance of agencies, units and public officials.
However, the implementation of Resolution No. 57 has yet to achieve a breakthrough in unlocking potential and driving socio-economic growth, particularly in meeting the targets of Resolution No. 09. High-tech adoption in marine industries remains modest, the startup ecosystem is still in its early stages, and collaboration among the State, scientists, and businesses is limited.

The conference initiated by the Communist Magazine was supported by the Central Committee's Policy and Strategy Department and received enthusiastic participation from numerous distinguished scientists and experts nationwide.
In the first session, delegates discussed theoretical and practical issues in science, technology, and innovation, aligning them with the goal of transforming Khanh Hoa into a national growth pole, a centrally governed city, and a modern marine economic center. The second session included a roundtable discussion on “Khanh Hoa Province’s Policy Orientation and Solutions for Realizing Development Goals,” highlighting policy recommendations, practical models, and strategies for advancing science, technology, innovation, and digital transformation, while positioning Khanh Hoa as a national growth pole, a centrally governed city, and a modern maritime economic center.

Duong Trung Y concludes the conference. Concluding the conference, Duong Trung Y highlighted its successful completion and the many positive outcomes achieved. The organizing committee received nearly 80 presentations from leaders and former leaders of central and local agencies, as well as from experts, scientists, and businesses. The first session featured six official presentations, followed by a roundtable discussion with diverse and insightful contributions. The conference evolved into an open scientific forum where intellect converged, experiences were shared, and commitment was demonstrated by individuals and organizations across various fields; all united by a shared responsibility and common aspiration for the development of Khanh Hoa Province and the nation, as Vietnam advances strategic policies to enter a new era of growth. He expressed confidence that, building on the conference’s outcomes, numerous action programs, innovative ideas and practical socio-economic projects will soon be implemented. Science, technology, and innovation are expected to become the new foundation of production and the key driver of Khanh Hoa’s rapid, sustainable development, contributing to the national development in the new era. |
