With the goal of making science and technology innovation, and digital transformation a driving force for socio-economic development, Khanh Hoa Province is focusing on implementing several strategic comprehensive solutions to build a strong foundation for breakthroughs and reach the top 10 nationwide in science, technology, innovation, and digital transformation by 2030.

Remarkable achievements
The Provincial Party Committee and the Provincial People's Committee have issued comprehensive resolutions, action programs, and plans to effectively serve the leadership, direction, management, and implementation of the Politburo’s Resolution No. 57 on the national STI and digital transformation breakthroughs. In the first quarter of 2026, the Provincial Steering Committee for Science and Technology Development, Innovation, and Digital Transformation issued its 2026 plan, reorganized its structure, and assigned specific tasks.
The Provincial People's Committee issued a plan for implementing tasks related to science and technology, innovation, and digital transformation in the province in 2026, with 53 evaluation indicators and 119 tasks; it also issued numerous specific programs and plans for implementation. 100% of departments, agencies, and localities developed implementation plans. Furthermore, to ensure progress and resolve issues promptly, the Provincial People’s Committee holds weekly meetings with the Resolution No. 57 Working Group.
With the involvement of the entire political system, the implementation of tasks related to science and technology, innovation, and digital transformation in the province has made remarkable progress. In the first quarter, the Department of Science and Technology received 116 proposals for science and technology tasks (including 39 proposals from 32 communes and wards), a significant increase compared to the average quarterly rate of previous years. The Smart Monitoring and Control Center was upgraded to integrate multi‑system data, enhancing leadership and management. The shift to a provincial field reporting platform marked progress toward digital government, improving services for citizens and businesses. Since May 10, the system has logged 6,244 feedback submissions and 15,781 registered accounts; from early 2026 to May 10, authorities processed 635 submissions with 6,779 active citizen and business accounts.

Along with investing in infrastructure and data, the province is implementing the establishment of the Science and Technology and Innovation Fund, the Provincial Venture Capital Fund, and regulating the remuneration regime of the Advisory Council and the Expert Group on Science and Technology Development, Innovation and Digital Transformation... The Provincial People's Committee also directed departments and agencies to focus on providing consultancy on 9 resolutions in the fields of science and technology, innovation and digital transformation. Determined to create breakthroughs
According to Pham Quoc Hoan, Director of the Department of Science and Technology, breakthroughs in science, technology, innovation, and digital transformation will be driven by key programs and policies for the 2026–2030 period. The Department has advised the Provincial People’s Committee to establish, for the first time, a long-term science and technology program. This program emphasizes developing strategic technology products along the entire value chain, from research and application to commercialization, rather than pursuing fragmented projects as in the past. The province also plans to select about 8–10 product groups that align with local strengths and potential, ensuring thorough and focused implementation.
The province will shift strongly toward an ordering mechanism for science, technology, and innovation. At least 60% of provincial-level tasks will be commissioned under this model, with businesses co‑funding or committing to adopt the results. This approach places enterprises at the center of innovation, while the State acts as a facilitator and supporter.

In addition, the Department of Science and Technology will lead efforts to coordinate and mobilize resources across sectors, developing targeted programs through 2030 in line with the five‑year science, technology, and innovation plan. By 2030, the province aims for total factor productivity (TFP) to contribute about 55% to GRDP growth and to rank among the nation’s top 10 in science, technology, innovation, and digital transformation. Strategic technology products under the provincial brand will be commercialized and expanded locally, nationally, and regionally.
Nguyen Thi Hoang Diep, Deputy Director of the Department of Science and Technology: This year's Vietnam Science and Technology and Innovation Day themed "Science and Technology, Innovation and Digital Transformation - The Main Driving Force of the New Growth Model," features various activities held at Nha Trang Ward center and in communities throughout the province from May 12 to 20. They include visual and media-based propaganda; exhibitions of technological solutions; and exchange programs with scientists, students, and science and technology businesses in the province; workshops and seminars. The highlight is the celebration on May 18, when the province announced many new mechanisms for the entire 5-year period (2026 - 2030), including the provincial strategic technology product development program; Innovation Startup Competition 2026; and the signing of cooperation agreements with corporations, schools, and institutes to promote science, technology, innovation, and digital transformation.
