Prime Minister Nguyen Tan Dung has just given approval to the list of 88 housing development projects, which is expected to benefit for over 330,000 students and the earmark of 3.5 trillion VND from a 2009 Government bond issue.
Accordingly, the government bond capital for the student housing projects is allocated to 28 localities and 2 ministries of National Defense and Police. The government bond issued aims to raise fund for the housing projects.
1, 935 billion VND, 55.3% of the total capital, is provided to 6 focus localities including Hanoi, Ho Chi Minh City, Thai Nguyen Province, Thua Thien – Hue Province, Da Nang City and Can Tho City. In Hanoi and Ho Chi Minh City alone, the capital allocation will be officially ratified after the project is approved by the People’s Committees of each city and then reported to the Ministry of Construction for examination and to the Prime Minister for approval. To assure the progress of the housing development project, the Ministry of Construction must submit the projects to the prime minister before December 15, 2009.
The prime minister has instructed relevant ministries and localities to carry out the capital allocation for each projects in accordance with the regulations; regularly inspect the implementation of projects under the approved list; ensure the time and quality of the projects. The Ministry of Construction expects that the total government bonds allocated to the housing projects in 2010 will be 4,758 billion VND, of which 877 billion is kept in reserve for the localities which are not included in the announced list in 2009.
At present, relevant agencies in Hanoi are hastening the preparations for large-scale dormitory projects in My Dinh (Tu Liem) and Phap Van (Thanh Tri).
