Thousands of rural labors in Khanh Hoa have jobs

After five years (2005 – 2009) under Decree No. 134/2004/ND-CP by the Government on rural industry encouragement in Khanh Hoa Province, rural industry’s value of the whole province increased from VND2,148 billion to VND4,959 billion.

The industrial encouragement in the period of 2005 – 2009 was allotted VND2,222 million, including VND797 million from the national source, VND1,100 million from the local one and VND325 million from other sources. With this fund, the provincial Commerce Promoting and Industry Encouraging Center supported small and medium-sized businesses in rural areas to invest in equipment and modes of production, training vocation and create jobs for rural labors in leisure after harvest time. Additionally, the center held 21 classes on business start-up to raise management competence for those who want to set up a business, teach business owners basic knowledge about business establishment, project making and so on. The center also helped to perform 32 technical models of process and production improvement, new technologies and new products, which cost more than VND1.3 billion.

Many of projects and model under the support of the center got initial efficiency, partly forwarding rural industry development, for example, fishing equipment production model by Hung Long Commerce and Production Co., Ltd. in Nha Trang, wood graft technology to create new products by Phi Anh Co., Ltd., PP and PE plastic material from garbage by Nguyen Thi Viet Anh Business in Nha Trang, combine harvester production by Chin Hanh Business in Dien Khanh, traditional woodwork production by Phan Tien Business in Khanh Vinh and handicraft production from wood and stone by Hiep Canh Co., Ltd. in Cam Ranh. Such projects have created stable jobs and income for more than 1,800 rural labors, attracted over VND31 billion in investment and got an additional turnover of nearly VND100 billion.

In addition, the center helped to train some industries such as rattan-bamboo weave, picture embroidering and granite production on demand of businesses to increase labor productivity and products’ quality.

It’s possible to say that after five years of Decree 134 implementation, industrial encouragement partly made orientation for industrial businesses in rural areas to develop firmly, increase competitive competence, create jobs and put up income for rural labors. Specifically, annual investment rose by VND6.2 billion averagely, turnover rose by VND19.6 billion, 360 rural labor were given jobs every year, etc.

The whole province currently has 5,955 rural industrial businesses, rising by 1,355 over 2005. Average growth rate is 7.23%. Rural industrial production value increased to VND4,900 billion in 2009 from VND2,148 in 2005. The number of laborers in rural industrial businesses in 2009 was 24,100 instead of 16,115 in 2005. Moreover, rural industry encouragement has contributed to poverty-alleviation movement, social order and rural and agricultural industrialization and modernization.

In the time to come, industrial encouragement work will focus on training and developing traditional industries, supporting technical models, transferring technology and science, developing typical rural industrial products, doing consultancy work, developing industrial groups and enhance management competence for rural industrial businesses.
