In the period 2005 – 2010, the Department of Labor Invalids and Social Affairs in cooperation with relevant agencies has carried out the Prime Minister’s Decision 19 on the prevention of child abuse and neglect.
Over the past years, thanks to the great effort of local authorities, cases of child abuse have decreased. The Department of Labor, Invalids & Social affairs, in cooperation with relevant agencies, has made and carried out successfully detailed plans on child care.
To promote prevention of all forms of child abuse, propaganda campaigns have been conducted to raise public awareness of child care and education. Child management and support has been provided to vulnerable children. Cases of street children have decreased from 248 in 2008 to 8 in 2010.
Most children are from poor families and they have to work to earn money from the early age. The Committee for Population & Family Planning has sought donations from domestic and international organizations to finance child support programs. Since November 2004, the child support project has been carried out in Khanh Hoa Province. 82 poor children have been provided vocational training and 383 have been helped to have access to schooling.
In addition, the Department of Labor Invalids & Social Affairs in cooperation with the Committee for Population & Family Planning has brought hundreds of children back home. The project management board has cooperated with local authorities to provide both financial and social assistance for needy children.
Besides, professional training courses have been held for officials to enhance ability to protect kids from child labor and sexual abuse. The number of children working in harmful working conditions decreased from 160 in 2009 to 141 in 2010.
Kids need safe and secure homes and healthy environments. Tran Thi Thanh Mai, Deputy Director of the Department of Labor, Invalids & Social Affairs, said, “In the time to come, to minimize the number of street children and child victims of social evils, more education and propaganda are required to raise public awareness of child care and support."
