VLAP’s Ethnic Minority Action Plan implemented

Khanh Hoa Provincial People’s Committee has just approved the Ethnic Minority Action Plan of the Vietnam Land Administration Project (VLAP) in Khanh Hoa Province.

The plan aimed to ensure interests of ethnic minority families affected by the implementation of VLAP as well as raise minority communities’ awareness of the VLAP.

VLAP is designed to improve land management system in targeted cities and provinces and to help people have more access to land information services. The ethnic minority action plan gives special attention to support for ethnic minorities.

There are 56,040 ethnic minority people, mainly Raglai, Co Ho and E De accounting for 5% of the overall Khanh Hoa population, according to the data of Khanh Hoa Board for Ethnic minorities in 2010.

Raglai people make up 70% and Co Ho 20% of the ethnic minority community. Most of them are living in Khanh Son, Khanh Vinh, Cam Lam and Cam Ranh.

35,600 land use right certificates are required to be granted to ethnic minority people in Khanh Hoa Province. The action plan has suggested 7 activities to open the way for dialogues between Vlap staff and ethnic minority people, so that trust and confidence between the different parties will be strengthened.

Besides, the action plan will boost ethnic communities' involvement in the implementation of the Vlap, ensuring that all land users, especially ethnic minority people have access to more efficient and reliable land administration services.
