Cam Binh has 4 villages with the population of over 5,000 living on the 2 islands of Binh Ba and Binh Hung. The local residents live mostly on fishing and aquaculture. In recent years, thanks to the government’s concern with sea-island economic development programs, the image of Cam Binh has much improved.

A couple of years ago, there used to be no concrete road, high school, market or medical center in Cam Binh. Now the commune has over 10km of concrete roads and some new ones are under construction with an investment of over VND110 billion.
2 new VND23-billion wharfs have been constructed on the 2 islands of Binh Ba and Binh Hung along with a newly built market and 2 elementary and high schools at a total cost of nearly VND7 billion.
A medical station was put into operation in 2010. By the end of this year, Binh Hung Island will have access to electricity.
Cao Dang Song, the Chairman of the commune Fatherland Front Committee says the number of students have increased together with the improvement in schooling infrastructures. At present, there are 413 students at elementary and 247 at high schools.

The Chief of the commune Public Security, Nguyen Ngoc Tuyen, who has been living on the island commune for over 15 years says great attention has been paid to assure the local order and security.
The commune People’s Committee has directed the commune Public Security to build plans on mobilizing the public to join effort against social evils.
Besides, 16 security and environmental protection self management groups with 250 members were found in July 2012 in order to give more support in assuring safety for aquaculture farms against possible intrusions.
The fund for the security and environmental protection activities has been raised with VND11 million a month contributed by the members.
