The content was stated in the Prime Minister’ decision signed on February 23 to help improve people’s living conditions.
The interest rates can be negotiated between the bank and borrowers but do not exceed 130% of the rates offered to those officially designated poor.
The decision is a move to raise local people’s living standards for sustainable poverty reduction.
