Present at the opening ceremony were Nguyen Chien Thang, Deputy Secretary of Khanh Hoa Provincial Party Committee, Chairman of Khanh Hoa People’s Committee; Rear-admiral Nguyen Van Kiem, Deputy Chief of Vietnamese Naval Staff Colonel.
