Raising software effectiveness in customs services and preparing for Vietnam automated cargo clearance are among practical activities done by Khanh Hoa Department of Customs for administrative reform, marking a major breakthrough in customs modernization.
Khanh Hoa Department of Customs has held training courses on operating the VNACCS/VCIS system for businesses to help them to deal with possible difficulties and entanglement when the e-customs system is applied. VNACCS stands for Vietnam automated cargo clearance and port consolidated system and VNCIS, Vietnam customs information system.

According to Nguyen Thanh Son, Chief of the Professional Office, Khanh Hoa Department of Customs, VNACCS/VCIS includes such software programs as e-declaration; e-manifest, e-invoice; e-payment, electronic certificates of origin (e-C/O), selectivity, electronic packaging lists (EPL) and so on.
NACCS/VCIS is a cooperation project between Vietnam Customs and Japan. It is a modern e-clearance system, dedicated to electronic processing of air/sea cargo to enable faster and more efficient customs clearance. Khanh Hoa Department of Customs plans to implement VNACCS/VCIS this June.
"VNACCS/VCIS will increase accuracy and efficiency of administrative procedures," confirms Duong Thi Phuong Thao, in charge of import and export declaration of Hoang Hai Company, Ltd.
Many information technology application programs have been held to meet administrative reform requirement. 98.41% of businesses have made e-customs procedures. The automated customs checking and clearance system has been applied for 99.95% of declaration sheets. 100% of imports have been received, checked and registered within 30 minutes.
Besides, payment gateway has been available to help customers to make quick, efficient payments with just the click of a mouse.
Le Tan Qua, Immigration Office, Hyundai Vinashin Shipyard, says, “Administrative reform initiatives have been implemented to improve administrative efficiency, providing opportunities for businesses to save time and cost for cargo clearance.”
Since 2010, Khanh Hoa Department of Customs has been recognized to meet the national standard ISO 9001:2008 Quality management system by Vietnam Directorate for Standards, Metrology & Quality.
In the time to come, the department plans to continue its administrative reform, management modernization, risk management efficiency improvement, etc to simplify customs clearance procedures, reduce clearance time and enhance the management capacity in an effort to cut costs and facilitate trade.
